    Dear Victor Aleksandrovich!

    It is very nice to have an opportunity of publishing our birthday greetings in IAA PortNews columns today.

    You have been a public persona for more than 5 years already. Having taken a high post at the Ministry of Transport you started attracting attention of the entire industry. Hundreds of people keep an eye on each of your decisions, your sayings are republished by numerous media and transmitted by representatives of transport companies. No wonder, as the majority of decisions in the sphere of sea and river transport as well as in shipbuilding depend on you.

    A jubilee is a traditional time to look back and to evaluate the achievements. As a media outlet we have been long watching your activities, both in business and in a Minister’s chair (or, rather, on a plane seat in endless official trips), hence our frank admiration of your work and personality.

    The first Bill prepared personally by you, approved by all the Ministries and the State Duma – the Bill supporting domestic shipbuilding and shipping (No 305-FL) – was, if not a revolution, a great impetus to Russian fleet and an activator for Russian shipyards.  They started speaking about you as about a person able to accomplish the targeted goals rigidly, justifiably, consistently.
    Further on, these features and your vast experience in maritime and river business allowed you drastically change the system of customs and border clearance of cargo in seaports, reform the administration of inland water transport, develop and forward the Bill on the Northern Sea Route, build an Olympic port in Sochi and launch a ferry service in Crimea.

    Your office frequently lighted until past midnight saw the finding of solutions to plenty of sector issues and elaboration of numerous acts of legislation.

    And all this time you remain accurate, thorough and helpful person.

    Of course, you have opponents and, perhaps, ill-wishers.  They used to predict your change, failure, retreat…  Yet, you managed to prove that a successful and ambitious businessman is turning into a perfect ‘anti-crisis manager’ in an industry focused Ministry.

    We would like to wish you fast implementation of all your projects: let new ports and new ships are built in Russia, let vessels sail along the rivers, let oil and gas are transported under the flag of Russia! We wish you sound health and patience!
