Ministry of Transport and Communications of Ukraine has developed the projects of statements concerning customs procedure. On 3 March, 2009 they were signed by the minister Joseph Vinskiy and ratified on 5 March by Cabinet of Ministers of Ukraine. 
Clearance of goods scheme and bringing of additions and changes into realization of custom control determine technology of realization of pass of containers through sea ports and provide simplification and harmonization of custom procedures according to international standards and European agreement concerning the crews work of the transport vehicles which carrying out international motor transportations.
