Russian Association of Marine and River Bunker Suppliers has addressed Yury Chaika, Prosecutor General of Russia, in connection with the ban of the Central Energy Customs on bunkering of vessels in Russian ports. According to the appeal available to IAA PortNews, the Association thinks that the ban on bunkering at places other than moorage walls of specialized oil terminals (excluding Russian seaports having no specialized oil terminals) hits the development of Russian seaports on a scale involving the entire country as it crucially limits the possibilities of vessels to be refueled. This measure will in the nearest future inevitably result in a sharp decline of Russian seaports’ attractiveness when compared with the ports of neighboring states and, consequently, entail considerable fall in the number of calls at Russian seaports, the appeal reads.
The Association considers the instructions of CEC chief to be illegal. In this respect, the prosecutor's office is asked to look into the actions of the Central Energy Customs concerning its competence and the compliance of instructions contained in teletypogram No 01-17/6123 dated 22.08.2013 with the existing legislation. If the actions are acknowledged to be illegal, the Prosecutor is asked to impose appropriate measures to cancel implementation of the above teletypogram. Besides, the prosecutor's office is asked to look into the actions of CEC Chief P. Strelnikov concerning the excess of his authority and impose appropriate measures in case the fact of excess is verified.
CEC declined to comment on the situation.
