CEC says origin of oil products, not fleet, is essential for offshore bunkering
Lawful origin of oil products is essential for customs authorities when it comes to bunkering at offshore locations. Oil products should not be produced by mini-refineries (so called “teapot refineries”), IAA PortNews cites Olga Udolichenko, Deputy Chief of Central Energy Customs (CEC) North West point, as commenting at Baltic Oil and Gas Week on the teletypogram of CEC Deputy Chief Igor Golodayev allowing offshore bunkering under certain conditions. According to her, the form of bunkering fleet ownership (or lease) makes no difference.
