    Owner to sue Vanino Harbourmaster over illegal use of pontoon piers

    The Captain of Khabarovsk region, Russia based Port Vanino utilizes a pontoon pier (owned by the maintenance / repairs depot "Yalta") as a lay berth for cold lay-up of the MV Lady Fox, the facility owner told IAA PortNews.

    The documents turned over to IAA PortNews show that the cargo ship was transferred to the custody of the Captain by the Federal Bailiff Service in August 2014. There is also a corresponding entry in the vessels location / tracking register in the seaport of Vanino (as of 08.00, April 27, 2015) posted on the Port Authority website.

    Owner of the Yalta maintenance depot's floating jetty reminded that Vanino Transport Prosecutor's Office slapped a facility operation ban back in 2013 as the Yalta failed to provide the harbour waters usage agreement, which is still pending permits & approvals.

    Besides, the owner of maintenance depot "Yalta", "Sakhalin Shipping Company" on April 14, 2015 leased out to Forum DV Ltd. half of the Yalta territory and next day transferred to Forum DV the floating dock (two pontoon piers) so the company could arrange a bunker fuel transshipment facility at the site. So, Forum DV that has been in a process of obtaining of all the required permits / approvals, found the MV Lady Fox docked at its leased facility and asked the Port Authority to remove the vessel from the floating pier.

    Now it seems the Vanino Captain continues to dispose the private owned facility without legal permission, Forum DV complaints. Besides, the new lease holder was surprised to see at the floating pier one more 'intruder', the MV Kalan bunker ship owned by MarineBusiness. And again the harbourmaster ignored the demand to clear the pier, the owner said.

    Forum DV Ltd. said the company's lawyer has appealed to the Transport Prosecutor's Office to investigate into the illegal use of the floating piers of "Yalta" at the port of Vanino.
