    Дефицит вагонов ограничивает прием угля в адрес портов Дальнего Востока - Аман Тулеев

    Губернатор Кемеровской области Аман Тулеев направил письма председателю совета директоров ОАО «Российские железные дороги» Михаилу Фрадкову и исполняющему обязанности президента компании Анатолию Краснощеку. Как сообщает пресс-служба администрации области, губернатор считает, что дефицит вагонов искусственно ограничивает отправку угля в адрес портов Дальнего Востока.

    Тулеев считает, что необходимо выработать срочные меры по разгрузке складов угольных компаний, которые из-за острой нехватки вагонов не могут отгрузить свою продукцию согласно контрактам. Запасы угля на складах при норме 9 млн тонн  в сентябре составили 13,4 млн тонн.  По мнению губернатора, это приводит к потере качества топлива, дополнительным затратам на содержание угольных складов, угрожает самовозгоранием угля, а также грозит дефицитом оборотных средств предприятий, несвоевременной выплатой заработной платы и недополучением налогов в доходную часть бюджета региона.

    Такая ситуация возникла в связи с недостаточным количеством полувагонов, направляемых владельцами подвижного состава в Кузбасс в рамках заключенных договоров с грузоотправителями. Дефицит вагонов ведущих компаний-операторов вагонного парка в августе составлял 3 тыс. единиц среднесуточно.

    «Главное – при дефиците вагонов искусственно ограничивается прием угля в адрес портов Дальнего Востока, где сейчас кузбасские компании имеют самую высокую доходность от продаж угля», — подчеркнул Аман Тулеев.

    Губернатор еще раз поднял вопрос о необходимости перехода на полностью обезличенный парк вагонов с единым центром управления. Сейчас от грузоотправителя к потребителю подаются вагоны только конкретной операторской компании. В результате тысячи вагонов вынужденно проходят десятки и сотни километров без груза, в то время как по маршруту их движения погрузочные комплексы угольных компаний простаивают в ожидании вагонов других компаний.

    «Негативная ситуация с отгрузкой угля привела угледобывающие компании Кузбасса к большому дефициту средств на поддержание текущей работы, не говоря уже о дальнейшем развитии», — отметил Тулеев.

    Губернатор Аман Тулеев предложил провести совещание 4 октября 2016 года, пригласив на него руководителей ОАО «РЖД», Западно-Сибирской железной дороги, компаний-владельцев вагонного парка, собственников и директоров угольных компаний для выработки совместных мер по выходу из ситуации.
