The construction of a passenger terminal at Pionersky (Kaliningrad Region) is to begin before the end of this year, IAA PortNews correspondent cites Andrei Moshkov, Director of Rosmorport’ North-West Basin Branch, head of Kaliningrad Department, as saying at the international forum “Water Tourism”.
According to him, state expert approval of the project is expected in November.
Andrei Moshkov emphasized that the project is quite costly and capital-intensive. As of today, total investments are estimated at RUB 8.3 bln.
RF Ministry of Transport has asked the Sport Ministry to include the project into the programme on preparing of World Cup 2018 so that the pre-construction activities could be started before obtaining of the state expert approval.
Andrei Moshkov also told about Transport Ministry’s application to the Ministry of Finance for financial support of the project.
The terminal at Pionersky is to be put into operation in 2018. The projects provides for construction of 320-350 meter long berths to let the terminal compete with the neighboring Baltic ports – Gdynia, Gdansk, Klaipeda.
Forecasted passenger turnover at the terminal – 33,000-400,000 tourists per year.
According to Andrei Moshkov, the advantages of the Kaliningrad port are lower portcall fees as compared with Klaipeda and Gdynia as well as lower bunker prices (by 30%).
As of today, the number of marine tourists in the Baltic Sea is estimated at some 2.3 mln with 2,100 calls to all Baltic ports.
The project on construction of an international sea terminal for cruise and passenger vessels at Pionersky of the Kaliningrad Region is being implemented in pursuance of the presidential order by the Ministry of Transport in cooperation with Federal Marine and River Transport Agency (Rosmorrechflot), FSUE Rosmorport and Kaliningrad Region Government in the framework of the Federal Targeted Programme “Development of Russia’s Transport System in 2010-2020”. State customer of the federally owned facilities is Rosmorrechflot, general designer - Morstroytechnology LLC. According to the schedule, the terminal at Pionersky is to be put into operation by June 2018.
