Draft Strategy for the development of Russian seaports in the Caspian Basin as well as railway and highway approaches to them in the period till 2030 was submitted to RF Government on 14 April 2017, says press center of the Ministry of North Caucasus Affairs.
When considered by RF Government the document is to obtain governmental and then presidential approval. Implementation of the strategy is to begin after the development and approval of the road map.
Key mechanisms of the Strategy implementation are focused on the development of a sustainable transport and logistics corridor, trade and tourism, primarily with Iran, India and the Persian Gulf countries. The Strategy foresees modernization and conversion of port facilities (terminals) in the Republic of Dagestan, development of highway and railway approaches to the seaports.
The Strategy is to be implemented in three phases.
The first phase (2017-2019) implies the development of regulatory framework, establishment of a unified management system to administer the projects, designing of a new deepwater port in Dagestan.
The second phase (2020-2025) foresees the launching of the port’s first turn. New cargo ships are to be built for transportation in the Caspian Sea. Special attention will be paid to the development of trans-Caspian trade.
The third phase (2026-2030) will see the development of the Strategy for the next long-term period. It will cover the issue of building the second turn of seaport in Dagestan. Implementation of the project is supposed to facilitate the development of Russia’s territories near the Caspian Sea and will contribute to general development of Russia’s economy, strengthen the position of Russia in the South-Asia direction.
