    В северные районы Иркутской области до 15 июля необходимо доставить 80% топливных ресурсов - министерство ЖКХ региона

    Министерство жилищной политики, энергетики и транспорта Иркутской области, учитывая ожидаемый низкий уровень воды в реках Ленского бассейна, ставит задачу до 15 июля 2017 года обеспечить доставку в северные районы региона не менее 80% топлива, завозимого в навигационный период, говорилось на заседании экспертного совета Ленского бассейна по вопросам внутреннего водного транспорта и организации завоза грузов в навигацию 2017 года для нужд Иркутской области и Республики Саха (Якутия). Об этом сообщает пресс-служба правительства области.

    Вскрытие от ледового покрова реки Лены и ее притоков нынешней весной ожидается на семь-девять суток раньше обычного, сообщила на заседании заместитель начальника ФГБУ «Иркутское управление по гидрометеорологии и мониторингу окружающей среды» Людмила Помогаева.

    Отмечалось, что предстоящая навигация, также как и в предыдущие три года, будет проходить в крайне сложных гидрологических условиях, связанных с низким уровнем воды на реках Ленского бассейна. Другим обстоятельством, осложняющим завоз топливно-энергетических ресурсов на территории с ограниченными сроками доставки, станет продолжение поставок труб и оборудования для строительства газопровода «Сила Сибири».

    Учитывая прогноз, представленный метеорологами, и планы перевозки грузов, которые еще не сформированы окончательно, заместитель руководителя Федерального агентства морского и речного транспорта Виктор Вовк попросил экспертов сосредоточиться на включении в рабочий ритм навигации без раскачки, с самого первого дня.

    О планах завоза топливно-энергетических ресурсов (ТЭР) в северные районы Приангарья доложил Максим Тюрюмин, временно замещающий должность заместителя министра – начальника управления автомобильного транспорта и связи министерства жилищной политики, энергетики и транспорта Иркутской области. По его словам, завоз ТЭР пройдет в объеме 2016 года, но доля дорогого жидкого топлива уменьшится – такова долговременная тенденция изменения структуры топливно-энергетического баланса Иркутской области в пользу более экономичных видов топлива. К примеру, объем завозимых нефтепродуктов в г. Бодайбо по сравнению с 2016 годом снизится на 2600 тонн (50%) в связи с переводом теплоисточника на более экономичное твердое топливо.

    На обеспечение северных территорий ТЭР в областном бюджете предусмотрено более 1 млрд руб., что сравнимо с 2016 годом. Сформирована рабочая группы по организации работы Осетровско-Ленского транспортного узла и реализации программы северного завоза в Иркутской области и Республике Саха (Якутия) под председательством первого заместителя губернатора – председателя правительства Иркутской области Александра Битарова. Уже заключены договоры на поставку в навигационный период 2017 года 46,5 тыс. тонн угля в Бодайбинский район на сумму 302 млн руб. Как сообщили в министерстве, к открытию навигации на осетровских причалах будет достаточный запас угля, чтобы груженые суда ушли в рейсы без задержек.

    Также о задачах, которые предстоит решать в будущую навигацию, рассказали руководители подразделений правительства Республики Саха (Якутия), Восточно-Сибирской железной дороги – филиала ОАО «РЖД», «Ленского объединенного речного пароходства» и «Верхнеленского речного пароходства», ПАО АК «АЛРОСА», администрации Ленского бассейна внутренних водных путей, ответственные за доставку грузов для нефтяников и газовиков.

    После завершения работы экспертного совета губернатор Иркутской области Сергей Левченко провел с заместителем руководителя Росморречфлота Виктором Вовком рабочую встречу, на которой были обсуждены проблемы пассажирских перевозок и развития гидротехнической инфраструктуры на озере Байкал.
