Russia and China sign agreement on development of Primorye 1 and Primorye 2 international transport corridors
Aleksandr Galushka, Minister for the Development of the Russian Far East, and Sui Shaosh, Chairman of the National Development and Reform Commission of China’s State Council, have signed a Memorandum of Cooperation for the development of Primorye 1 and Primorye 2 international transport corridors. According to the press center of the Ministry for the Development of the Russian Far East, the document was signed in the presence of Russian President Vladimir Putin and President of the People's Republic of China Xi Jinping who met in the Kremlin on 4 June 2017.
Under the agreement, the parties are going to assist in the development of the required infrastructure including highways, railways, ports, airports, checkpoints and communication systems. The document foresees measures to simplify and facilitate customs procedures.
The parties are also set to boost cargo transportation, intensify cooperation between the ports of Russia’s Far East and the ports of China, support construction of international logistics parks and encourage development of trans-border e-business.
Implementation of the project will be coordinated by a specially established interagency working group. It will be in charge of the feasibility study, approval of terms and conditions for implementation of investment projects in the framework of international transport corridors (ITC), studying issues related to the cargo base and improvement of ITC regulation.
ITC operation will be run by a joint management company.
Primorye 1 will link Harbin – Mudanjiang – Suifenhe – Pogranichny (Dunnin – Poltavka) – Ussuriysk – ports of Vladivostok, Vostochny and Nakhodka.
Primorye 2 will link Changchun – Jilin - Hunchun– Zarubino.
