    Russian Maritime Register of Shipping amends Rules for Planning and Execution of Marine Operations

    A new revision of the Rules for Planning and Execution of Marine Operations entered into force. Subsequent to the results of research held in 2016, Part IV “Safety Assessment” has been considerably revised and dedicated to risk analysis and elaboration of measures to prevent possible emergencies and reduce their consequences during maritime operations.

    The standard hazards and emergencies during various maritime operations have been revealed in the Rules as regards the equipment for offshore oil and gas development facilities. Recommendations are set forth on monitoring and managing risks with detailed description of analytical, physical and mathematical modelling techniques. The RS requirements on qualitative, quantitative and expert-statistical risk assessment of conducting sea operations are specified. A risk level matrix and risk acceptability table are given as well.

    Appendix includes examples of risk assessments for various maritime operations supplemented by a description of measures to reduce and eliminate risks. Examples are as follows: towing of the object for installation on site; object ballasting, withdrawal from the yard water area, towing; towing of the substructure centre.

    A new revision of the Rules for Planning and Execution of Marine Operations is posted at RS website and available free in the Section “RS Publications”.

    The application of the Rules for Planning and Execution of Marine Operations ensures compliance with all required technical and safety standards for the design and implementation of marine operations for oil-and-gas field construction offshore facilities. In the current year, as regards the projects designed in accordance with RS requirements, transportation and installation was carried out at the target points of the conductor supported platform for the Yu. Korchagin Field as well as the topside sections of ice-resistant fixed platforms (LSP-2) and living quarter platforms (LQP-2) for V. Filanovsky field.

    Russian Maritime Register of Shipping (RS) has undertaken out its activities in the oil-and-gas industry for more than half a century. RS experience of participating in oil and gas production in the Russian sector of the North Caspian for the recent 15 years allowed RS to substantially expand the scope of rendering services and nomenclature of RS technical supervision.

    Nowadays all facilities of deposits Yu. Korchagin field (production drilling has been performed since 2009) and V. Filanovsky field (put into operation in 2016) are covered by the RS technical supervision. On a short-term horizon being the Rakushechnoe oil field development, as regards structures and facilities of which - LSP, LQP and three subsea pipelines for various purposes, RS has been completing plan approval documentation review.
