    Заключено концессионное соглашение с АО «ТЭПК по железнодорожной линии «Элегест – Кызыл – Курагино»

    Правительство Российской Федерации распоряжением от 17 апреля 2018 года №687-р одобрило заключение концессионного соглашения с АО «ТЭПК «Кызыл – Курагино», сообщается в материалах высшего исполнительного органа госвласти.

    Принятое решение, как отмечается, необходимо для реализации механизма частной концессионной инициативы в федеральном проекте в сфере транспорта «Строительство железной дороги Элегест – Кызыл – Курагино и угольного портового терминала на Дальнем Востоке в увязке с освоением минерально-сырьевой базы Республики Тыва».

    На основе концессионного соглашения с АО «ТЭПК «Кызыл – Курагино» будут созданы объекты инфраструктуры железнодорожного транспорта общего пользования в рамках реализации проекта «Строительство железной дороги Элегест – Кызыл – Курагино и угольного портового терминала на Дальнем Востоке в увязке с освоением минерально-сырьевой базы Республики Тыва».

    Внесено Минтрансом России в соответствии с Федеральным законом от 21 июля 2005 года №115-ФЗ «О концессионных соглашениях».

    Документ подготовлен на основании Концепции долгосрочного социально-экономического развития России на период до 2020 года (утверждена распоряжением правительства от 17 ноября 2008 года №1662-р), Стратегии социально-экономического развития Сибири до 2020 года (утверждена распоряжением правительства от 5 июля 2010 года №1120-р), Программы развития угольной промышленности на период до 2030 года (утверждена распоряжением правительства от 21 июня 2014 года №1099-р), Стратегии развития железнодорожного транспорта (утверждена распоряжением правительства от 17 июня 2008 года №877-р).

    Распоряжением Правительства от 24 июня 2017 года №1324-р Минтранс России определён в качестве органа, уполномоченного на рассмотрение предложения АО «ТЭПК «Кызыл – Курагино» о заключении концессионного соглашения в отношении предполагаемых к созданию объектов инфраструктуры железнодорожного транспорта общего пользования железнодорожной линии Элегест – Кызыл – Курагино (далее – концессионное соглашение).

    Минтрансом России рассмотрено предложение о заключении концессионного соглашения и проведены переговоры, проект концессионного соглашения был размещён на сайте www.torgi.gov.ru для сбора заявок о готовности к участию в конкурсе на заключение концессионного соглашения от третьих лиц в течение 45 дней. Заявки о готовности к участию в конкурсе от третьих лиц не поступили.
