    Проведена международная командно-штабная тренировка в Балтийском море

    Международная командно-штабная тренировка (КШТ) по ликвидации разлива нефти в Балтийском море была проведена в г. Хельсинки (Финляндия) 12-13 декабря 2018 года. Об этом сообщает Морспасслужба.

    Задача КШТ – выработка у руководителей и специалистов всех уровней навыков управления силами и средствами при проведении мероприятий в ходе угрозы возникновения ликвидации последствий чрезвычайных ситуаций.

    Цель тренировки – совершенствование навыков взаимной помощи в борьбе с загрязнениями и в проведении спасательных операций в чрезвычайных ситуациях, связанных со значительным разливом или угрозой значительного разлива нефти и нефтепродуктов на море.

    Мероприятие было организовано и проведено финской стороной.

    В КШТ принимали участие:

    со стороны Финляндии — от Министерства охраны окружающей среды (Магнус Нюстрем); от Института защиты окружающей среды SYKE (Йорма Рюткенен, Маркус Сантасаало), от Министерства внутренних дел и Береговой охраны Финляндии (Юха Вуле); от Спасательной службы провинции Восточная Уусимаа (Петри Люткинен) и другие наблюдатели;

    со стороны Российской Федерации — от ФГБУ «Морспасслужба» заместитель начальника Управления аварийно-спасательных работ и ликвидации разливов нефти Н.А. Тарантин и главный специалист Управления аварийно-спасательных работ и ликвидации разливов нефти А.А. Кушев.

    По сценарию тренировки: в порту Хамина произошла авария с судном, в результате чего разлился мазут на акваторию моря. Пятно нефтепродуктов дрейфует в территориальных водах Финляндии и имеет тенденцию направляться к границе в сторону района ответственности Российской Федерации. Финская сторона запрашивает международную помощь, обращаясь к России.

    В ходе КШТ было отработано три различных варианта по локализации и ликвидации разлива нефти: разлив нефти в море; разлив нефти, выходящий на береговую черту; разлив нефти, угрожающий отдельному острову. Максимально возможный объем разлива нефти — 500 т. При проведении КШТ финской стороной использовалась программа расчета дрейфа пятна нефтепродуктов SPILL MODE.

    На тренировке поочередно, каждой стороной рассматривались: информационное взаимодействие; документирование событий; реагирование административных ресурсов на обстановку; ресурсы имеющихся сил и средств Финляндии; ресурсы, которые необходимо запросить в виде оказания международной помощи от России; действия сил и средств в разных эпизодах и при различных ситуациях (изменение гидрометеорологических условий, изменение направления дрейфа пятна нефтепродуктов, работа в разное время суток).

    Финской стороной были представлены: презентация части проекта «Helcom OpenRisk», касающаяся Финского залива, и Инструмент оценки готовности к борьбе с загрязнениями нефтью – «RETOS».

    Российская сторона представила презентацию о силах и средствах ФГБУ «Морспасслужба» на бассейнах морей и об оснащении новыми многофункциональными судами.

    Кроме того, до участников КШТ было доведено об изменениях в законодательстве Российской Федерации, касающихся проведения учений в компаниях, осуществляющих перевалку нефти и нефтепродуктов и бункеровку судов.
