    ESPO приветствует соглашение о применении процедуры «единого окна» в портах ЕС

    Европейская организация морских портов (ESPO) приветствует соглашение, достигнутое 7 февраля 2019 года между Европарламентом и Советом по новой директиве, согласно которой будет установлена европейская процедура «единого окна» для морской судоходной отрасли (EMSWe). Этот механизм предусматривает создание массива данных EMSWe, согласование национальных схем «единого окна» и применение принципа разового отчета, говорится в сообщении ESPO.

    Отмечается, что благодаря новой системе, которая отменит действующую Директиву о процедурах отчетности, будут предприняты важные шаги для снижения административной нагрузки и повышения привлекательности морских грузоперевозок. Для этого необходимо создание согласованных интерфейсов, процедур и форматов данных; предоставления единой точки входа в систему по всей территории ЕС, единого модуля IТ-решений, разработанный на уровне Европейского Союза и подключения его к каждому национальному «единому окну».

    Генеральный секретарь ESPO Изабель Райкбост считает достигнутое соглашение «настоящим прорывом в этом очень техническом, но важном вопросе для судоходного и логистического секторов».

    «В результате были четко определены задачи по упрощению административных процедур и созданию более эффективной цепочки поставок. Мы очень рады, что новая структура признает усилия и инициативу «снизу» уже сделанные и осуществляемые европейскими портами в целях создания единого окна как для форм отчетности, так и для всех других услуг, оказываемых заинтересованным сторонам в логистической цепочке. Таким образом, соглашение полностью соответствует амбициозной программе цифровизации многих европейских портов», -  отметила руководитель организации.

    Достигнутое соглашение теперь должно быть дополнительно оформлено Советом и парламентом и, по планам, начнет применяться с 2025 года (через шесть лет после вступления в силу).

    Европейская организация морских портов (ESPO) представляет интересы морских портов стран-членов Европейского союза. Организация может принимать в качестве наблюдателей участников, представляющих страны-кандидаты ЕС, Европейскую ассоциацию свободной торговли и другие страны Европы. Основной целью ESPO является лоббирование интересов портовых администраций, а также содействие повышению эффективности деятельности портов ЕС.
