The Government of the Russian Federation has approved the plan for implementation of an investment project “Offshore facility for transshipment of liquefied natural gas in the Murmansk Region”. According to the official website of RF Government, Decree No 834-р was signed on 26 April 2019.
The investment project foresees the construction of two floating storage facilities, a berth and a required onshore infrastructure. The project is preliminary estimated at RUB 70 billion and is to be completed in 2023.
The document was developed by the Ministry of Transport in pursuance of RF President’s Decree dated 7 May 2018 No 204 “On national objectives and strategic tasks of the Russian Federation development till 2024”.
The comprehensive plan for upgrading and expanding core infrastructure till 2024 (approved by RF Government on 30 September 2018, No 2101-р) Northern Sea Route foresees the expansion of the Northern Sea Route cargo flow to 80 million tonnes per year by 2024. If all the projects on transshipment of liquefied natural gas at Russian ports on the Northern Sea Route are implemented, LNG and gas condensate flow will raise to 41.4 million tonnes by 2024.
NOVATEK is implementing interconnecting projects on transportation of LNG from the Arctic fields: construction of the Utrenny terminal in Sabetta including the construction of an access canal in the Gulf of Ob, construction of seaport facilities near the Sabetta settlement on the Yamal peninsula, construction of LNG transshipment facilities in the Murmansk Region and on the Kamchatka peninsula.
A comprehensive plan on implementation of investment project “Offshore facility for transshipment of liquefied natural gas in the Kamchatka Territory” was approved by RF Government on 14 March 2019 №436-р.
