"No service - no fee" rule for icebreaking service, Victor Olersky

The bill on the Northern Sea Route is expected to pass its second reading in February 2012, Deputy Transport Minister Viktor Olersky told annual general meeting of the Union of Russian Shipowners. Now, the Ministry is having intense consultations on the bill, he said.


"I think we're going to meet halfway and leave unchanged the Northern Sea Route boundaries", the official said, commenting on the new bill. He also touched the issue of icebreaking services payment. In his opinion, the "no service - no payment" approach should prevail.


The bill "On Amendments to Certain Legislative Acts of the Russian Federation regarding the state regulation of merchant shipping in the waters of the Northern Sea Route," which establishes the NSR Authority and navigation rules on the lane. The bill passed in the State Duma the first reading on November 17, 2011.
