- First of all, zoning has not been planned. Some ports, as we already see in Nakhodka, unfortunately plague the locals. That is because someone had not thought about that in due time. Secondly, there are no confirmed development programmes. There are ports, there are investors but when you start asking questions: where have the investments been fixed or when have the obligations been undertaken by investors you see that the plot was provided in 2010, the construction was to begin in 2013. Today is the year of 2018 and nothing has begun. Therefore, I am sure that port facilities in the Primorsky Territory should be elaborated.
