    РФ выделит 10 млн евро на поддержку проектов Арктического совета

    Российская Федерация выделит 10 млн евро на поддержку проектов Арктического совета. Как сообщает пресс-служба Минприроды, об этом заявил Директор департамента международного сотрудничества Минприроды России Нуритдин Инамов на первом заседании Комитета Инструмента поддержки проектов Арктического совета (Хельсинки, Финляндия). 

    В рамках заседания утверждена кандидатура директора департамента международного сотрудничества Минприроды России Нуритдина Инамова на должность председателя Комитета Инструмента поддержки проектов (ИПП) Арктического совета на период до мая 2015 года. Кроме того, определены первоочередные проекты Арктического совета, намеченные к реализации в том числе и на российской территории. По словам Нуритдина Инамова, приоритетность и сроки реализации конкретных проектов будут определяться Комитетом ИПП Арктического совета на основе консенсуса по представлению НЕФКО с учетом указанных обстоятельств и в соответствии с Правилами процедуры Комитета ИПП, утвержденными Арктическим советом.

    Также на заседании были рассмотрены вопросы о плане деятельности Комитета ИПП, статусе добровольных взносов в Фонд ИПП, ходе подготовки соглашений НЕФКО со странами-донорами.

    В заседании приняли участие представители Минприроды России, члены Комитета ИПП из Финляндии, Швеции, Норвегии, США, Секретариата малых народностей Севера, а также представители НЕФКО (в качестве управляющего Фондом ИПП Арктического совета) и ОАО Банк ВТБ, представляющего Российское исполнительное агентство ИПП АС.

    Членами Арктического совета являются Дания (включая Гренландию и Фарерские острова), Исландия, Норвегия, Российская Федерация, Финляндия, Швеция, Канада и США. Кроме того, постоянными участниками Совета являются организации коренных народов Севера.

    Арктический совет учредил Фонд Инструмента поддержки проектов в 2005 году как финансовую инициативу, нацеленную на организацию мероприятий по борьбе с загрязнением Арктики. Основа Фонда – добровольные взносы Сторон. ИПП открыт для вкладов от членов и наблюдателей Арктического совета, других заинтересованных сторон. Заинтересованные стороны, предоставляя финансовые средства, оформляют соглашение на администрирование созданных фондов НЕФКО. В настоящее время его объем составляет 15,9 млн евро. Распорядителем средств фонда является НЕФКО, обеспечивая финансирования приоритетных проектов, одобренных Арктическим советом.
