    Утверждены обязательные постановления в морском порту Советская Гавань

    Приказом Министерства транспорта от 12 августа 2014 года утверждены обязательные постановления в морском порту Советская Гавань. Об этом сегодня сообщает пресс-служба ФГУП «Росморпорт».

    Новые обязательные постановления в морском порту Советская Гавань устанавливают:
    - правила захода, плавания, в т.ч. во льдах, стоянки и выхода судов из морского порта;
    - правила плавания судов на подходах к морскому порту Советская Гавань в зоне действия системы управления движением судов порта Ванино, в т.ч. описание границ зоны ее действия;
    - правила обеспечения экологической безопасности, соблюдения карантина в морском порту Советская Гавань;
    - правила пользования специальными средствами связи на территории и акватории морского порта.

    Также в обязательных постановлениях в морском порту Советская Гавань содержатся сведения относительно:
    - района необязательной и обязательной лоцманской проводки судов в морском порту Советская Гавань;
    - координат якорной стоянки, якорных мест, рейдов и рейдового района перегрузки судов;
    - технических возможностей морского порта Советская Гавань в части приема судов;
    - минимального количества и мощности буксиров для выполнения швартовных операций в морском порту;
    - переработки опасных грузов;
    - границ морских районов А1 и А2 Глобальной морской системы связи при бедствии и для обеспечения безопасности;
    - передачи навигационной и гидрометеорологической информации капитанам судов, находящихся в морском порту Советская Гавань, а также передачи им информации при возникновении угрозы актов незаконного вмешательства в морском порту,
    а также иная предусмотренная нормативными правовыми актами Российской Федерации в области торгового мореплавания информация.

    В сравнении с ранее действовавшими обязательными постановлениями по Советско-Гаванскому морскому торговому порту, утвержденными приказом ФГУ «АМП Ванино» от 01.12.2006, редакция нового документа имеет кардинально иное содержание, приведенное в соответствие с едиными требованиями к структуре и содержанию утверждаемых Минтрансом России обязательных постановлений в морских портах Российской Федерации.

    В частности, в новом документе обязательная лоцманская проводка в морском порту Советская Гавань установлена только для судов валовой вместимостью более 10 тыс. регистровых тонн.

    Кроме того, в сравнении с ранее действовавшими обязательными постановлениями, в их новой редакции запрещаются швартовные операции при силе ветра более 11 м/с, за исключением случаев возникновения ситуаций на судне либо на причале, у которого ошвартовано судно, связанных с угрозой жизни или здоровью человека, повреждения и (или) уничтожения имущества, а также при небезопасной стоянке судна у причала либо на якорной стоянке.

    Приказ Минтранса России об утверждении обязательных постановлений в морском порту Советская Гавань в установленном порядке вступает в силу по истечении 10 дней после дня его официального опубликования.
