    Запрет дрифтерного промысла придаст дополнительный импульс развитию всей Камчатки – министр рыбного хозяйства Камчатского края

    Закон о запрете дрифтерного промысла придаст дополнительный импульс развитию не только рыбохозяйственного комплекса, но и всей Камчатки, считает врио заместителя председателя правительства Камчатского края, министр рыбного хозяйства Владимир Галицын, сообщает пресс-служба правительства региона.

    Государственная Дума РФ 10 июня 2015 года приняла в третьем окончательном чтении проект федерального закона «О внесении изменений в Федеральный закон «О рыболовстве и сохранении водных биологических ресурсов», который устанавливает запрет на использование дрифтерных сетей при осуществлении промышленного и прибрежного рыболовства в исключительной экономической зоне, территориальном море и внутренних морских водах России.

    По словам Владимира Галицына, принятие данного закона поможет решить одну из главных задач, которая сегодня стоит перед рыбохозяйственным комплексом Камчатки - это увеличение ресурсной базы рыболовства.

    «Камчатские лососи всегда были и остаются одним из основных объектов промысла, тем, на чем строился рыбохозяйственный комплекс полуострова, на что ориентирована жизнь многих жителей края, особенно в отдалённых районах и поселках. Поэтому дополнительные 20-30 тыс. тонн рыбы, которые благодаря запрету дрифтерного промысла будут подходить к побережью Камчатки – это весомый вклад не только в развитие рыбохозяйственного комплекса, но и всей береговой инфраструктуры», - отметил министр, цитирует пресс-служба.

    Он напомнил, что за последние годы в крае построено 17 современных рыбоперерабатывающих заводов, общий объем инвестиций составил 16 млрд руб., созданы дополнительно тысячи рабочих мест. «Вот реальный показатель эффективной работы регионального рыбохозяйственного комплекса. Отмечу, что Камчатка в этом отношении выгодно отличается от других субъектов, у наших коллег, к сожалению, таких показателей нет», - подчеркнул Галицын.

    Он отметил, что в настоящее время возможности береговой переработки на Камчатке изменились принципиально. Так, еще в 2008 году на берегу перерабатывалось всего до 30% уловов тихоокеанских лососей, остальные 70% - на плаву. В настоящее время эти пропорции изменились и составляют 80% (на берегу) и 20% (в море) соответственно.

    «Уверен, что с 1 января 2016 года, когда закон вступит в силу, вся рыба будет перерабатываться на берегу, что даст новые рабочие места, увеличит налоговые поступления. Поэтому такой дополнительный объем - это существенный толчок в развитии экономики всего региона», - сказал врио заместителя председателя правительства края.

    По его словам, в 2014 году у берегов Камчатки вели дрифтерный промысел тихоокеанских лососей 16 российских и 35 японских судов. А по данным науки, до 80% их уловов – это рыба камчатских популяций. Министр рыбного хозяйства отметил, что на территорию России эта рыба не попадает, в необработанном виде она уходит за пределы страны, на экспорт. «Россияне ее не видят ни в свежем, ни в переработанном виде. И соответственно вся прибыль уходит за пределы Российской Федерации», - сказал Владимир Галицын.

    При этом в течение многих лет вводятся значительные ограничения в отношении промысла тихоокеанских лососей на западном и восточном побережьях Камчатки. В 2015 году, по словам министра рыбного хозяйства, «мы пытаемся сохранить рыбу на реке Большая и вводим существенные ограничения, в частности проходные дни на морских ставных неводах и на реках. А дрифтерные суда, которые рыбачат в прикамчатских водах и вылавливают камчатскую рыбу, ничем не ограничены. Они ведут промысел практически бесконтрольно».

    Галицын выразил уверенность, что с принятием закона о запрете дрифтерного промысла ситуация изменится и в следующем году уже будет виден реальный позитивный результат. «Для Камчатки и вообще для Дальнего Востока принятие закона о запрете дрифтерного промысла - это победа», - добавил он.
