    Применение Джибутийского кодекса поведения против пиратства будет расширено - ИМО

    Международное соглашение, которое уже сыграло важную роль в противодействии пиратству и вооруженным захватам судов в западной части Индийского океана и Аденского залива, теперь значительно расширит сферу применения, сообщила пресс-служба Международной морской организации (ИМО, IMO).

    Стороны, подписавшие Джибутийский кодекс поведения, согласились работать в направлении расширения своих полномочий при противодействии незаконной морской деятельности, которая угрожает безопасности в регионе, такой, как морской терроризм, экологические преступления, торговля людьми и незаконный, нерегулируемый рыбный промысел.

    Национальные координаторы, отвечающие за кодекс, который был принят под эгидой IMO в 2009 году, приняли резолюцию, выражающую озабоченность в связи с ростом рисков, связанных с транснациональной организованной преступностью на море и других угроз безопасности на море и ее поддержанию в регионе. Они договорились поощрять обмен информацией обо всех случаях незаконной деятельности на море.

    Признано, что проведение подготовки персонала и другие мероприятия по наращиванию противодействия, осуществляемые под эгидой Джибутийского кодекса поведения, способствовали сокращению пиратских вылазок в западной части Индийского океана и Аденского залива наряду с усилиями торговых судов по осуществлению рекомендаций IMO и улучшенными мерами управления.

    ВМС продолжают сдерживать и пресекать пиратскую деятельность и государства продолжают преследовать подозреваемых в пиратстве, наращивать возможности морских правоохранительных органов.

    Вместе с тем, национальные координаторы признают, что пиратство в регионе подавлено лишь частично, и что его коренные причины до сих пор не решены.

    Они согласились в том, что в настоящее время существует окно возможностей для государств-членов IMO в области реализации программ по наращиванию потенциала для предотвращения возрождения пиратства и решения более широких вопросов безопасности на море в качестве основы для устойчивого развития морской отрасли.

    11-12 ноября 2015 года проходила встреча национальных координаторов в Джибутийском региональном учебном центре, который был недавно построен и официально открыт министром оборудования и транспорта Джибути Мусой Ахмед Хассаном в четверг, 12 ноября. Этот центр будет играть ключевую роль в региональных инициативах по наращиванию потенциала в соответствии с Кодексом поведения.

    Напомним, Кодекс поведения в отношении пресечения пиратства и вооруженного разбоя против судов в западной части Индийского океана и Аденского залива (Джибутийский Кодекс поведения) был подписан 29 января 2009 года следующими странами: Джибути, Эфиопия, Кения, Мадагаскаром, Мальдивами, Сейшелами, Сомали, Танзанией и Йеменом. С тех пор соглашение было подписано еще Коморскими островами, Египтом, Эритреей, Иорданией, Маврикием, Мозамбиком, Оманом, Саудовской Аравией, Южной Африкой, Суданом и Объединенными Арабскими Эмиратами. Таким образом число подписавших Кодекс составляет сейчас 20 стран.
