    Госдума приняла во втором и третьем чтениях изменения в закон о рыболовстве

    Депутаты Государственной Думы 24 июня 2016 года рассмотрели и приняли во втором и третьем чтениях поправки в основной отраслевой закон – закон о рыболовстве, предусматривающие увеличение срока закрепления долей квот за пользователями с 10 до 15 лет, выделение квот на инвестиционные цели, а также еще ряд мер, направленных на повышение эффективности освоения квот и развитие прибрежного рыболовства.Как сообщает пресс-служба Росрыболовства, в том числе поправки предполагают выделение до 20% квот добычи водных биологических ресурсов на инвестиционные цели: на закупку новых судов рыбопромыслового флота, построенных на российских верфях, и строительство объектов переработки водных биоресурсов.

    В частности, большинством голосов принят проект закона «О внесении изменений в Федеральный закон «О рыболовстве и сохранении водных биологических ресурсов» и отдельные законодательные акты Российской Федерации в части совершенствования распределения квот добычи (вылова) водных биологических ресурсов». Проект поправок представил председатель Комитета по природным ресурсам, природопользованию и экологии Государственной Думы Владимир Кашин. В обсуждении, помимо депутатов, приняли участие Полномочный представитель Правительства в Государственной Думе Александр Синенко и заместитель министра сельского хозяйства РФ – руководитель Федерального агентства по рыболовству Илья Шестаков.

    Документ, разработанный Росрыболовством и Минсельхозом России во исполнение поручений президиума Госсовета по вопросам развития рыбохозяйственного комплекса, которое состоялось в октябре 2015 года под председательством президента России Владимира Путина, предусматривает внесение изменений в порядок распределения квот на вылов рыбы и других водных биоресурсов. Законопроект, в частности, предусматривает увеличение срока закрепления квот на вылов рыбы на основе «исторического принципа» до 15 лет с нынешних 10 лет (в 2008 году доли квот были закреплены на 10 лет), выделение 20% квот на инвестиционные цели, повышение порога освоения водных биоресурсов в течение двух лет подряд с 50% до 70% от объема выделенных квот. Повышение степени необходимого освоения выделенных квот при условии добычи не менее 70% из них на собственных судах приведет как к увеличению объемов вылова, так и к исключению так называемых квотных рантье – неэффективных пользователей, не имеющих собственного флота.

    В целях устранения излишних административных барьеров законопроектом предполагается введение единого промыслового пространства и заключение единого договора о закреплении долей квоты добычи, позволяющего осуществлять промышленное и прибрежное рыболовство. Рыбопромышленник сможет самостоятельно выбрать для себя условия промысла – прибрежное либо промышленное рыболовство. Для развития прибрежного рыболовства и береговой переработки планируется предоставлять экономический стимул. В частности, при выделении квот для прибрежного рыболовства будет применяться повышающий коэффициент 1,2, а доставка улова прибрежного рыболовства будет осуществляться на территорию России в живом или охлажденном виде.

    «Принятие законопроекта позволит рыбакам вести долгосрочное планирование хозяйственной деятельности, будет способствовать развитию прибрежных регионов, а также росту инвестиций в строительство рыбопромысловых судов на российских верфях и объектов рыбопереработки, – отметил заместитель министра сельского хозяйства России – руководитель Росрыболовства Илья Шестаков. – Поправки с одной стороны нацелены на повышения уровня обеспечения населения отечественной рыбной продукцией, с другой – на создание благоприятных условий труда в отрасли».
