    Архангельская область предлагает меры по совершенствованию законопроекта о развитии Арктической зоны

    Позицию правительства Архангельской области по проекту федерального закона озвучил заместитель председателя правительства Виктор Иконников на заседании правления ассоциации «Арктические муниципалитеты». Как сообщает пресс-служба губернатора и правительства региона, суть предложений по совершенствованию законодательного регулирования развития Арктической зоны сводится к снижению тарифов на электроэнергию; установлению портовых сборов на уровне, одинаковом для всех портов Арктической зоны РФ; развитию арктического туризма; совершенствованию межбюджетных отношений; снижению ставки отчислений в негосударственные фонды для малого бизнеса.

    Как отметил министр экономического развития Архангельской области Семён Вуйменков, ключевым элементом законопроекта является понятие «опорной зоны».

    Открывая встречу, председатель регионального правительства Алексей Алсуфьев подчеркнул, что закон о развитии Арктики должен стать основой комплексной системы нормативно-правового регулирования деятельности в этом регионе, положить начало системной реализации государственной арктической политики, принципы которой закреплены в утвержденной президентом РФ Арктической стратегии.

    По словам министра, в портфель проектов на сегодняшний день предложено включить строительство железнодорожной магистрали «Белкомур», глубоководного района морского порта Архангельск, обогатительного комбината по добыче и переработке свинцово-цинковых руд Павловского месторождения, создание промышленного кластера строительной индустрии Поморья, туристско-рекреационного кластера «Беломорский» и ряда других.

    Подводя итог обсуждения, представитель министерства экономического развития РФ Дмитрий Фишкин подчеркнул, что закон о развитии Арктики в дальнейшем будет дополнен целым рядом правительственных нормативных актов, которые наполнят его практическим содержанием.
