    Запланированные на год дноуглубительные работы на ВКМСК выполнены на 91%

    Объем дноуглубительных работ на Волго-Каспийском морском судоходном канале (ВКМСК) вырос почти в 2 раза благодаря работе, проведенной Министерством транспорта РФ, Росморречфлотом и правительством Астраханской области. Об этом рассказал министр промышленности, транспорта и природных ресурсов Астраханской области Радик Харисов в ходе встречи в Москве с заместителем министра транспорта Российской Федерации - руководителем Федерального агентства морского и речного транспорта Виктором Олерским. Об этом сообщает пресс-служба областного Министерствоапромышленности, транспорта и природных ресурсов.

    В 2016 году запланированы работы в объеме 5,8 млн куб. м. По состоянию на 17 октября выполнено 5,3 млн куб м или 91 % от запланированного объёма.

    Глава регионального Минпрома добавил, что весной 2017 года предстоит вывод в море крупногабаритных объектов - верхних строений второй очереди месторождения имени Филановского, для безопасный проводки которых необходимо обеспечить проходные глубины канала.

    Харисов также акцентировал внимание замминистра транспорта страны на других проблемных вопросах, которые сдерживают развитие астраханского воднотранспортного узла. Одним из ключевых является разный подход таможенных органов России и Казахстана к определению таможенной стоимости товаров, в связи с чем транспортировка части импортных грузов из Ирана была переориентирована из российских в казахстанские порты.

    Решением этой проблемы, отметил Харисов, может стать практическая реализация протокола об организации между таможенными органами обмена информацией о стоимости товаров, перемещаемых между Российской Федерацией и Ираном (так называемый «зелёный коридор»).

    Другое важное направление - дальнейшее совершенствование законодательства в области карантина растений, в том числе упрощение процедуры прохождения фитосанитарного контроля при организации экспорта зерновых грузов. Зерно является одной из ключевых номенклатур груза и составляет порядка 40 % от общего объёма экспорта через порты Астраханской области.

    В настоящее время процедура фитосанитарного контроля требует оформления большого количества сертификатов и разрешительных актов, что приводит к продолжительным временным затратам и удорожанию стоимости продукции.
