    Утверждены новые Обязательные постановления в морском порту Большой порт Санкт-Петербург (схема)

    Приказом Минтранса России от 19 декабря 2016 года №388 утверждены Обязательные постановления в морском порту Большой порт Санкт-Петербург в новой редакции. Приказ в установленном порядке вступил в силу 14 марта 2017 года. Об этом сообщает пресс-служба ФГУП «Росморпорт».

    В сравнении с ранее действовавшими Обязательными постановлениями в новом документе имеется ряд существенных отличий. В частности, в новых Обязательных постановлениях установлены границы подходов к морскому порту, предназначенных для повышения уровня безопасности мореплавания и регулирования судоходства на указанных участках акватории в соответствии с Обязательными постановлениями в морском порту Большой порт Санкт-Петербург.

    Корректировки также связаны с установлением точных границ зоны действия СУДС Санкт-Петербург. Указанная СУДС образована на основе информационной и технической интеграции Прибрежной СУДС и СУДС порта Большой порт Санкт-Петербург, ранее функционировавших обособленно. В целях повышения эффективности их работы две СУДС были объедены в единый комплекс – СУДС Санкт-Петербурга и по итогам ее освидетельствования государственной комиссией Росморречфлота в декабре 2016 года Северо-Западным бассейновым филиалом получено соответствующее свидетельство от 26 декабря 2016 года № VTS- 3/1-3006-2016 о ее соответствии требованиям приказа Минтранса России от 23 июля 2015 года №226, предъявляемым к СУДС высшей категории.

    В новом документе изменились ограничения по режиму ледового плавания, предъявляемые к судам, снизившись с 30 000 до 15 000 валовой вместимости судов, которые могут самостоятельно плавать во льдах c применением ограничения по режиму ледового плавания под проводкой ледокола. Кроме того, увеличены размерения принимаемых морским портом Большой порт Санкт-Петербург судов, осуществляющих заходы к востоку от меридиана Санкт-Петербургского приемного буя № 1 и размерения судов, заходящих во Внутреннюю акваторию морского порта, за исключением устьевого участка реки Большая Нева и акватории Малая Нева.

    Изменения в Обязательных постановлениях коснулись также правил расхождения и обгона судов в Кронштадте и в судопропускном сооружении С-1, а также в части установления обязанностей для судов, следующих по Санкт-Петербургскому морскому каналу, уступать дорогу пассажирским судам длиной более 220 м, осуществляющим движение на вход в Пассажирский порт Санкт-Петербург и выход из него по Петровскому каналу. Помимо этого, снижен предел по валовой вместимости с 500 до 100 тонн для судов, которым установлены запреты и ограничения по плаванию в акватории морского порта, а также установлен запрет на плавание гидроциклов во Внутренней акватории, на каналах и фарватерах морского порта Большой порт Санкт-Петербург.

    В новых Обязательных постановлениях, в связи с вводом в эксплуатацию недавно построенного многофункционального морского перегрузочного комплекса «Бронка», изменены точки приема/высадки лоцманов для осуществления лоцманских проводок судов, следующих к причалам данного морского терминала.
