  Состоялся «круглый стол» «Нормативно-правовое регулирование техэксплуатации морских портовых гидротехнических сооружений» (фото)

  В Крыловском государственном научном центре (КГНЦ) состоялся «круглый стол» «Нормативно-правовое регулирование техэксплуатации морских портовых гидротехнических сооружений», организаторами которого выступила редакция журнала «Гидротехника» (медиа-группа «ПортНьюс») и ассоциация «Морпортэкспертиза». От имени партнера «круглого стола» - КГНЦ, участников поприветствовал заместитель генерального директора КГНЦ Олег Тимофеев.
  
  О роли и работе ассоциации «Морпортэкспертиза» в решении вопросов нормативно-правового обеспечения технической  эксплуатации морских портовых ГТС, проблемах исполнения технического регламента «О безопасности объектов морского транспорта» по отношению к объектам инфраструктуры портов в ходе мероприятия рассказал кандидат технических наук, президент ассоциации «Морпортэкспертиза» Владимир Меншиков.
  
  О перспективах утверждения подготовленных ФГУП «Росморпорт» и переданных в Минтранс России сводов правил: «Техническая эксплуатация объектов инфраструктуры морского порта»; «Нормы технологического проектирования морских портов»; «Проектирование каналов, фарватеров и зон маневрирования» рассказал представитель отдела развития и проектирования портов управления проектирования, планирования и финансирования объектов капитального строительства ФГУП «Росморпорт» Александр Ильченко.
  
  О нормативно-правовом регулировании вопросов эксплуатации морских портов в ракурсе исполнения федерального закона «О безопасности ГТС» рассказал заместитель начальника управления Ространснадзора Самвел Саркисян.
  
  О нормативно-правовом регулировании вопросов обеспечения безопасности морских портовых ГТС на этапе проектирования и эксплуатации рассказал кандидат технических наук,  представитель АО «ФЦНИВТ «СНПО «Элерон» Владимир Гришин.
  
  О нормах технической эксплуатации морских портов и необходимости гармонизации законодательства рассказал начальник отдела эксплуатации ГТС ФГУП «Нацрыбресурс» Александр Марков.
  
  О мониторинге технического состояния ГТС рассказал начальник службы по эксплуатации гидротехнических сооружений ООО «Арктик СПГ-2» Александр Смелик.
  
  О содержании запросов ФГУП «Росморпорт» предложений по выбору подрядчика на выполнение инженерных обследований и освидетельствований гидротехнических сооружений рассказал начальник отдела развития и проектирования портов ФГУП «Росморпорт» Александр Ильченко.
  
  О разработке и актуализации Минстроем России сводов правил в области портовой гидротехники рассказали главный специалист отдела гидротехнических сооружений «23 ГМПИ – филиал АО «31 ГПИСС» Дмитрий Абрамов и кандидат технических наук, заместитель директора ООО «Технический центр «Гарант» Виктор Цыкало.
  
  О применении стандарта ФГУП «Росморпорт» СтО 14649424-0003-2016 «Порядок определения стоимости работ по обследованию и мониторингу технического состояния портовых гидротехнических сооружений. Методические указания» рассказали Виктор Цыкало, Александр Ильченко и начальник управления ФГБОУ ВО «Государственный университет морского и речного флота имени адмирала С.О. Макарова» Евгений Ольховик.
  
  О необходимости пересмотра ГОСТ Р 54523-2011 «Портовые гидротехнические сооружения. Правила обследования и мониторинга технического состояния»; о проблемах, связанных с требованием Водного кодекса РФ о выделении в общее пользование береговой полосы вдоль водных объектов рассказал главный специалист по методологии проектирования гидротехнических сооружений АО «ЦЕНТР ТЕХНОЛОГИИ СУДОСТРОЕНИЯ И СУДОРЕМОНТА» Юрий Гуткин.
  
  О нормах и опасности применения б/у трубы в портостроении рассказал советник по объектам портового строительства ООО «СК ТМК» Игорь Варшавский.
  
  О расчетно-экспериментальных исследованиях в обеспечении проектирования и безопасной эксплуатации гидротехнических сооружений рассказали Вячеслав Магаровский, Константин Курчуков и Александр Кузнецов.
  
  По завершению «круглого стола» состоялась экскурсия по Крыловскому ГНЦ с осмотром мореходного бассейна, нового ледового бассейна для оценки нагрузок на основания сооружений, ландшафтной аэродинамической трубы и пр.
