    Правительство России готовит постановление о компенсации затрат на перевозку зерна к портам - Аркадий Дворкович

    Правительство РФ готовит постановление, компенсирующее часть затрат на перевозку зерна железнодорожным транспортом из регионов, удаленных от портов, заявил заместитель председателя правительства России Аркадий Дворкович, выступая на Съезде Российского зернового союза, передает ТАСС.

    «В высокой стадии готовности находится постановление правительства, которое обеспечит компенсацию части затрат на перевозку ж/д транспортом до портов из дальних регионов, список будет указан в постановлении. По нашим оценкам, это позволит дополнительно вывезти 3 млн тонн зерна», - сказал он.

    Дворкович также сообщил, что правительство рассматривает проведение зерновых интервенций в этом сельхозгоду. «Тем не менее, смотрим, нет ли необходимости вернуться к зерновым интервенциям. Это недешевая мера регулирования экспорта, тем не менее, изучаем этот вопрос и не исключаем, что это нужно будет сделать в этом сельхозгоду», - сказал он, добавив, что правительство надеется на стабилизацию цен на зерно, благодаря такому набору мер.

    По его словам, при стабильной господдержке можно увеличить производство зерна еще на 50% по отношению к текущим объемам, если это будет нужно рынку.

    «Если смотреть технически на цифры, мы понимаем, что при стабильной государственной поддержке, или чуть-чуть увеличивающейся из года в год, в меру возможности, можно еще процентов на 50 нарастить производство (зерна - прим. ТАСС) при желании, если это необходимо и действительно будет доходно для бизнеса», - сказал он.

    Дворкович отметил, что при существующих рекордных урожаях зерна внутренний рынок не может принять все текущие объемы, и правительство видит приоритетным направлением развитие экспорта зерна.

    В этой связи Дворкович заметил, что у правительства нет планов по введению экспортной пошлины на зерно.

    Ранее глава Минсельхоза РФ Александр Ткачев говорил, что для стабилизации внутренних цен на зерно России необходимо избавиться от излишков на рынке в объеме 3-5 млн тонн.

    Минсельхоз ожидает, что урожай пшеницы в РФ в 2017 году составит 81,4 млн тонн, урожай зерновых прогнозируется на уровне 128 млн тонн. При этом по оценкам Минсельхоза, экспортный потенциал зерновых из России в 2017-2018 сельхозгоду составит 53,5 млн тонн. Прогноз экспорта зерна в 2017-2018 сельхозгоду - 45 млн тонн.

    РЖД с 1 октября ввели скидку в размере 10,3% на экспортную перевозку зерна из регионов, удаленных от морских портов, - со станций, расположенных в границах Воронежской, Орловской, Тамбовской, Оренбургской, Саратовской, Новосибирской и Омской областей. Как указывала компания, под действие скидки подпадает пшеница, рожь, овес, ячмень, кукуруза, рис, гречиха, бобы, горох, фасоль и другие зерновые.
