    Стивидоры Приморского края направили более 2,4 млрд руб. на борьбу с угольной пылью

    Стивидоры в Приморском крае направили на борьбу с угольной пылью более 2,4 млрд руб., на эти средства они установили системы пылеподавления, смонтировали защитные экраны, приобрели технику для уборки территории, что позволило стабилизировать экологическую ситуацию в населенных пунктах рядом с портами региона и снизить выбросы пыли, передает ТАСС со ссылкой на заместителя директора департамента природных ресурсов и охраны окружающей среды Нина Яровую.

    «Общая сумма на мероприятия планов на период 2017-2020 годы составляет свыше 2,8 млрд руб., финансирование осуществляется за счет собственных средств. По состоянию на 1 декабря стивидорными компаниями выполнены обязательства по приобретению спецтехники и средств пылезащиты, всего на реализацию направлено более 2,4 млрд руб. (86,4% от общего плана). Федеральными органами исполнительной власти (Минприроды России, Минтранс России) отмечено, что указанные меры позволили стабилизировать ситуацию, связанную с негативным воздействием угольной пыли на населенные пункты, прилегающие к угольным терминалам морских портов», - сообщила собеседница.

    Стивидоры установили 74 системы пылеподавления, приобрели 11 единиц спецтехники для уборки территорий, улучшили технологические процессы, смонтировали более 3,5 км пылеветрозащитных экранов.

    В частности, компания «Терминал Астафьева», которая работает в порту Находка, в начале декабря заявила о запуске конвейерной линии закрытого типа. Она позволяет перемещать уголь с железнодорожного склада, не загрязняя воздух пылью.

    О планах по снижению перевалки угля сообщила также транспортная группа Fesco, которая намерена развивать контейнерный грузопоток, а группа «Мечел» в 2021 году планирует полностью перевести торговый порт Посьет на беспыльную перевалку угля.

    Проблема загрязнения воздуха угольной пылью обсуждается в Приморье уже несколько лет. В 2017 году она особенно обострилась в связи с ростом экспорта угля в страны Азиатско-Тихоокеанского региона. В результате открытой перевалки пыль разносится по окрестностям, оседает на окнах и подоконниках квартир, загрязняет окружающую среду, это вызывает многочисленные жалобы людей. Вопрос об этой проблеме поднял в июне 2017 года во время прямой линии с президентом Владимиром Путиным житель Находки, где сейчас работает несколько перегрузочных терминалов с углем.

    Борьба с угольной пылью ведется в рамках соглашения властей со стивидорами. Документ подразумевает обеспечении хорошей экологии для жителей Находки, Владивостока и Посьета, где расположены крупные порты региона. Компании обязались направить средства на борьбу с угольной пылью: мониторинг состояния воздуха, строительство ограждений пылеподавления, очистку ливневых вод, применение пылеулавливающих реагентов.

    9 декабря 2019 года суд в Приморском крае приостановил работу стивидорной компании по перевалке угля в порту Находка из-за нарушений экологических норм. По данным прокуратуры, сточные воды с превышением вредных веществ сбрасывались в акваторию Японского моря, угольная пыль распространялась за пределы производственной площадки и вредила морской экосистеме. Глава Минприроды России Дмитрий Кобылкин заявил после этого, что кардинальные меры будут приниматься в отношении всех компаний, ведущих деятельность по устаревшим технологиям.
