    Портовые власти Сингапура ввели спецмеры для моряков при ротации экипажей

    Морская и портовая администрация Сингапура (MPA) намерена, при соблюдении всех предписанных мер по предотвращению распространения заболевания вирусом COVID-19, обеспечивать бесперебойные операции по обработке грузопотоков в глобальной цепочке поставок, включая перевалку грузов в порту, оказание различных морских услуг, в том числе бункеровки, снабжение судов и судоремонт, а также работу самого порта Сингапур, говорится в сообщении MPA.

    В специальном циркуляре капитана порта Сингапур Кевина Вонга говорится о введении ряда мер ввиду повышенного риска завоза вируса людьми, кратковременно посещающими порт Сингапур, которые включают временную приостановку обычной процедуры ротации экипажей судов.

    MPA, признавая важную роль, которую играют моряки в мировой морской торговле, отмечает, что допускаются особые обстоятельства, когда экипажу потребуется высадиться на берег или сесть на судно. Эти случаи включают: окончание срока контракта экипажа на борту, при том, что государство флага не продлевает трудовой договор с моряками; из-за соображений гуманности, например, в случае смерти одного из членов семьи моряка; в случае, когда член экипажа не может продолжать выполнение своих обязанностей на борту по медицинским соображениям.

    Далее в циркуляре говорится, что при наличии таких обстоятельств, владельцы грузовых судов могут направлять свои запросы в MPA для рассмотрения. К запросу необходимо приложить следующие документы: a) подтверждающие документы, например, статьи трудового договора экипажа, удостоверение врача о том, что экипаж больше не может работать на борту судна; б) маршрут следования судна; в) готовность к рейсу; и заверение в том, что поднимающиеся на борт или спускающиеся на берег моряки не имели признаков какого-либо заболевания в течение последних четырнадцати (14) дней до этого и не контактировали с подтвержденным или возможным носителем вируса COVID-19 в течение указанного срока.

    Морская и портовая администрация порта Сингапур (MPA) создана 2 февраля 1996 год для развития порта и превращения его в лидирующий международный портовый и морской центр, а также для обеспечения стратегических морских интересов страны. Функции MPA включают управление операциями в порту, контроль деятельности различных операторов, планирование и выполнение сопутствующих задач.
