    Завершено расследование уголовного дела в отношении бывшего главы Норильска

    По данным следствия, Ринат Ахметов не организовал проведение ликвидационных работ по предотвращению загрязнения дизтопливом грунта и акватории рек

    Главным следственным управлением Следственного комитета РФ завершено расследование уголовного дела в отношении бывшего главы города Норильска Рината Ахметчина. Он обвиняется в совершении преступления, предусмотренного ч. 1 ст. 293 УК РФ (халатность).

    По данным следствия, с 29 по 31 мая 2020 года Ахметчин, получив информацию об аварийном разливе более 21 тыс. тонн нефтепродуктов из хранилища ТЭЦ-3 АО «Норильско-Таймырская энергетическая компания» за пределы территории промышленной площадки, своевременно не ввел режим чрезвычайной ситуации и в пределах предоставленных ему полномочий не организовал проведение ликвидационных работ по предотвращению загрязнения дизельным топливом грунта и акватории рек на территории Норильска.

    Бездействие Ахметчина привело к увеличению вреда, нанесенного почве и водным объектам на обширной территории  региона.

    Следствием собрана достаточная доказательственная база, в связи с чем уголовное дело направлено в Генеральную прокуратуру Российской Федерации для решения вопроса об утверждении обвинительного заключения и последующей передачи в суд для рассмотрения по существу.

    Вместе с тем в Следственном комитете продолжается расследование ряда уголовных дел, связанных с обстоятельствами разлива нефтепродуктов, по которым в качестве фигурантов проходит семь человек.

    Напомним, на ТЭЦ-3 Норильска 29 мая 2020 года произошла авария. При разгерметизации резервуара с дизельным топливом разлилось около 20 тыс. тонн нефтепродуктов. Подразделения Заполярного филиала компании «Норникель» и Норильско-Таймырской энергетической компании (АО «НТЭК», входит в группу «Норильский никель») незамедлительно приступили к ликвидации последствий ЧП. К утру 30 мая было собрано более 800 тонн нефтепродуктов на прилегающей территории, поверхность обработана сорбентами. Однако часть разлитого топлива попала в реки Далдыкан и Амбарная. Для нераспространения нефтепродуктов далее по реке и в другие водоемы были развернуты боновые заграждения. Дальнейшее загрязнение водной артерии края удалось предотвратить.

    Росприроднадзор провел расчет вреда и направил требования о добровольном возмещении ущерба «Норильско-Таймырской энергетической компании», входящей в группу «Норникель», сообщила 6 июля 2020 года пресс-служба Минприроды России.

    Согласно расчетам, вред, причиненный водным объектам вследствие загрязнения, равен 147 млрд 046 млн 011 тыс. руб., почвам – 738 млн 616 тыс. 500 руб.
