    Круглогодичная навигация на Юге и дополнительная камера Городецкого шлюза создают необходимые условия для запуска регулярных линий

    Принимаемые правительством меры позволят «оживить» речные и река-море перевозки уже к 2025 году


    Круглогодичная навигация на Юге и дополнительная камера Городецкого шлюза создают необходимые условия для запуска регулярных линий. Такое мнение высказал журналистам «ПортНьюс» в ходе обсуждения результатов вебинара «Легенда о контейнерах: будущее перевозок по Волге и Енисею» генеральный директор Морского Инженерного Бюро, профессор Геннадий Егоров.

    Понятно, что перевозки отражают в целом процессы, которые происходят в экономике. «Но ведь мы видим структурные изменения – доля водников в транспортном балансе страны сокращается, грузы уходят на железную дорогу и автомобильный транспорт», - сказал Геннадий Егоров.

    Он отметил, что извечная проблема российских рек – сезонность. Так, Волго-Дон работает примерно 240 суток в год, Канал им. Москвы -  200 суток, Енисей – 110 – 185 суток, Обь – 90 – 150 суток. Соответственно, потребителям необходимо переключать два раза в год свои грузопотоки на смежные виды транспорта, менять логистику, нести дополнительные расходы. В настоящее время это усугубляется узкими местами, малыми глубинами, маловодностью, устаревшим и сокращающимся флотом.

    Как и КНР, Россия разрабатывает Национальный проект развития водного транспорта, который позволит устранить «тромбы» и запустить «кровь» в виде грузопотоков по рекам.

    Первым необходимым шагом Геннадий Егоров считает устранение сезонности. 

    Глава Корпорации AEON Роман Троценко предложил расширить время использования «Южной подковы» (по меткому определению заместителя министра транспорта Александра Пошивая) водных путей от Каспия до Азово-Черноморского бассейна. К 2025 году – 9 месяцев эксплуатации, к 2030 году - круглогодично. Если при этом запустить зимнюю навигацию от Волгограда не только вниз, но вверх и по Волге до Саратова, а лучше и до Самары, то это позволяет вполне уверенно говорить о создание условий для запуска линейного судоходства по реке и в река – море версии, причем не только для химических наливных грузов, но и части грузов коридора «Юг - Север», включая контейнеры.

    Конечно, для этого требуется меры технического порядка, в том числе ледокольные приставки и речные ледоколы, но, как сказал Александр Пошивай, «из всех прорывных задач, которые стоят, это самая прикладная» и она рассматривается в правительстве.

    Второй необходимый шаг, по мнению Геннадия Егоров, - устранение «узкого места» в районе Городца.

    На протяжении уже более 50 лет на участке реки Волга между Нижним Новгородом и Городцом снижаются глубины судового хода, фактически разбивая ЕГС на две части. Одним из наиболее рациональных и оперативно реализуемых вариантом решения является строительство дополнительной камеры шлюза №15 с пониженной отметкой порога и дноуглубление на протяжении 40 км пути от Городца до Нижнего Новгорода, что позволит уже к 2025 году наладить полноценное сообщение по Волге.

    «Реализация правительством страны таких решений действительности позволяет обеспечить необходимые для устойчивой работы водного транспорта путевые условия. Поэтом вполне разумно ожидать к 2025 году появление регулярных речных и река-море линий - как реакции бизнеса на «устранение тромбов» в инфраструктуре», - считает Геннадий Егоров.
