  Последний день регистрации на вебинар «Об изменениях в законодательстве о государственном контроле (надзоре) в Российской Федерации»

  По просьбам участников дополнена тематика вебинара «Об изменениях в законодательстве о государственном контроле (надзоре) в Российской Федерации. Практика проведения контрольных мероприятий. Требования, предъявляемые контролирующими организациями к опасным производственным объектам», который Российская Ассоциация Морских и Речных Бункеровщиков при поддержке ИАА «ПортНьюс» проводит 15 декабря 2021 года (формат онлайн).
  
  В программу включены два вопроса для обсуждения – о проверках Ростехнадзора и о согласованиях планов ЛРН.
  
  Спикер по первому вопросу: начальник отдела по надзору за взрывоопасными и химически опасными объектами в химической, нефтехимической, нефтеперерабатывающей и металлургической промышленности Северо-Западного управления РОСТЕХНАДЗОРА Ямалетдинова Зинфира Амировна.
  
  В первой части вебинара будут рассмотрены следующие вопросы:
  
  - Нормативные документы и новые требования, о которых необходимо знать руководителям опасных объектов.
  - Плановые и внеплановые проверки. Полномочия контролирующих органов в части проведения внеплановых проверок.
  - Практика Ростехнадзора: часто встречающие нарушения. Недоразумения и разногласия – как их избежать?
  - Система дистанционного контроля.
  
  

  Докладчик по второму вопросу: генеральный директор, АО «Южный научно-исследовательский и проектно-конструкторский институт морского флота» (АО «ЮжНИИМФ»), к.т.н., Маценко Сергей Валентинович.
  
  Во второй части дискуссии подлежат следующие вопросы:
  
  - О требованиях Росморречфлота относительно учёта в планах ПЛРН разлива, эквивалентного объёму 50 % двух грузовых танков обслуживаемого нефтеналивного судна. Вопросы обоснованности и правомерности таких требований.
  - Об основных претензиях надзорных органов при проведении тренировочных и комплексных учений перед утверждением планов ПЛРН морских терминалов.
  - О необходимости проведения государственной экологической экспертизы планов ПЛРН морских терминалов.
  - О необходимости разделения планов ПЛРН морских терминалов на морскую и береговую составляющие.
  - О возможности создания собственных нештатных аварийно-спасательных формирований по ЛРН и их аттестации в органах Росморречфлота.
  
  Вебинар предназначен для руководителей и специалистов компаний, эксплуатирующих производственные объекты на рынке нефтепродуктов (нефтеперерабатывающие и нефтехимические заводы, береговые и портовые терминалы для хранения и перевалки нефтепродуктов, нефтебазы).
  
  Участники вебинара получат практические знания о том, как подготовиться к проверкам, как правильно внедрить в работу новые предписания, и помочь наладить эффективное взаимопонимание со специалистами контрольных органов.
