    Правительство одобрило расширение границ ТОР «Столица Арктики» для строительства перегрузочного комплекса СПГ

    Будет включен земельный участок в поселке Видяево и часть акватории порта Мурманск

    Председатель правительства Михаил Мишустин подписал постановление, которое расширяет границы территории опережающего социально-экономического развития (ТОР) «Столица Арктики» в Мурманской области. Туда будет включён земельный участок, расположенный в посёлке Видяево, а также часть акватории порта Мурманск, где планируется построить морской перегрузочный комплекс сжиженного природного газа (СПГ). Об этом сообщила пресс-служба правительства России.

    Отмечается, что благодаря принятому решению в экономику региона поступит не менее 5,83 млрд руб. инвестиций, а компания-инвестор попадёт в число резидентов ТОР и получит преференции в виде сниженных ставок по налогам и страховым взносам и режима свободной таможенной зоны.

    Проект планируется реализовать в 2022–2023 годах. Он позволит создать инфраструктуру для перегрузки СПГ, идущего на экспорт в страны Европы и Азиатско-Тихоокеанского региона. В Видяево появятся новые рабочие места, при этом совокупные поступления от налогов и сборов в период с 2022 по 2031 год оцениваются в 2,6 млрд руб.

    Появление морского перегрузочного комплекса позволит увеличить объёмы перевозки СПГ по Северному морскому пути (СМП) и снизить себестоимость доставки сжиженного газа до конечного потребителя.

    ПАО «НОВАТЭК» построит два терминала в Мурманской области и на Камчатке. Планируется, что до терминалов газ будут доставлять танкеры ледового класса по СМП, далее он будет перегружаться на газовозы - отвозчики.

    В порту Мурманск после проведенных ранее тестовых испытаний и включения в пределы пункта пропуска в феврале 2021 года введен в эксплуатацию Временный рейдовый перегрузочный комплекс сжиженного природного газа (ВРПК СПГ). Как сообщалось ранее, в конце ноября 2020 года ООО «НОВАТЭК – Западная Арктика», дочернее общество ПАО «НОВАТЭК», впервые на территории Российской Федерации провело операцию по перегрузке СПГ «борт-в-борт» в Кильдинском проливе Баренцева моря. Танкер ледового класса Arc7 «Николай Евгенов» успешно перегрузил доставленную с завода «Ямал СПГ» в Сабетте партию СПГ на конвенциональный танкер Yamal Spirit. 

    ТОР «Столица Арктики» была создана по решению правительства в 2020 году. Всего в Арктической зоне России и Дальневосточном федеральном округе на сегодняшний день действуют 23 территории опережающего развития. Там работает более 560 компаний-резидентов, а суммарный объём инвестиций по соглашениям превышает 4,5 трлн руб.

    На сегодня объём осуществлённых инвестиций составляет 1,6 трлн руб., а число новых рабочих мест – почти 50 тыс.

    Создание ТОР призвано стимулировать приоритетные отрасли экономики и привлекать новых инвесторов, способствуя тем самым росту благосостояния жителей регионов.
