    MPA опубликовала новые данные о загрязнении бункерного топлива в порту Сингапур

    Администрация называет порт Хор-Факкан источником происхождения загрязненного бункерного топлива

    Экспертами Морского и портового управления Сингапура (MPA) была прослежена цепочка от источника загрязненного топлива, говорится в новом заявлении администрации, которая ссылается на собственное расследование.

    Загрязненный мазут был погружен на танкер в порту Хор-Факкан (ОАЭ) и отправлен к плавучим хранилищам FSO в Танджонг-Пелепас (Малайзия) для последующего смешивания, затем эта смесь топлива была доставлена на склад в Сингапуре, подчеркивают в администрации. Часть смешанного мазута в свою очередь была продана Glencore компании PetroChina.

    Напомним, 14 марта MPA получила информацию о том, что несколько судов были забункерованы в порту Сингапура высокосернистым мазутом (HSFO) с превышением уровня концентрации хлорированных органических соединений (COC) (1,2-дихлорэтан, тетрахлорэтилен). Высокосернистый мазут, содержащий высокие концентрации указанных соединений, был обнаружен в судовом топливе, приобретенном Glencore в январе и феврале 2022 года.

    Как сообщалось ранее, Glencore приобрела топливо через Straits Pinnacle, сингапурскую компанию по оптовым продажам различных товаров. Straits Pinnacle, отмечает администрация, заключила контракт на поставку топлива c международным трейдером Unicious .

    Чтобы установить источник загрязнения, специалисты MPA проверили образцы топлива, взятые из различных источников, включая танкер, доставивший мазут из порта Хор-Факкан, предприятиям по смешиванию топлива и хранилищам Glencore и PetroChina. Было обнаружено, что топливо на борту танкера содержит высокие концентрации COC (до 21 тыс частей на миллион). Химический анализ образцов топлива, взятых с танкера, показал совпадение с образцами, взятыми с нескольких пострадавших судов, которые были заправлены высокосернистым мазутом, поставленным Glencore и PetroChina. В результате с высокой степенью вероятности было установлено, что это загрязненное топливо было получено из одного источника: с борта танкера, который был загружен нефтепродуктами в порту Хор-Факкан (ОАЭ).

    Все поставщики бункерного топлива, лицензированные MPA, обязаны проводить лабораторный анализ топлива на соответствие международным стандартам. МРА установило, что и Glencore, и PetroChina, как поставщики бункерного топлива, имеющие лицензию МРА, провели все необходимые испытания топлива на основе Международного стандарта 8217 (ISO 8217. "Нефтепродукты. Топливо (класс F). Технические требования к судовым топливам"). Однако, поскольку действующие международные стандарты не требуют тестирования на концентрацию COC, загрязнение не было своевременно обнаружено, отмечается в материалах MPA.

    PetroChina и Glencore оперативно предприняли необходимые шаги, чтобы прекратить поставки загрязненного топлива и с 31 марта 2022 года MPA не получала никаких отчетов о поставках топлива с высоким содержанием COC от двух поставщиков.

    В связи с этим случаем MPA рекомендует покупателям бункерного топлива запрашивать у своих поставщиков подробные испытания топлива на COC. MPA также проводит дополнительное тестирование образцов топлива от Glencore и PetroChina.
