    ЦБ снизил ключевую ставку до 7,5% годовых

    Значительная доля предприятий по-прежнему испытывает затруднения в логистике

    Совет директоров Банка России 16 сентября 2022 года принял решение снизить ключевую ставку на 50 б.п. ‒ до 7,5% годовых. Текущие темпы прироста потребительских цен остаются низкими, способствуя дальнейшему замедлению годовой инфляции. Это связано как с влиянием набора разовых факторов, так и со сдержанным потребительским спросом, говорится в сообщении ЦБ.

    Банк России будет принимать дальнейшие решения по ключевой ставке с учетом фактической и ожидаемой динамики инфляции относительно цели, процесса структурной перестройки экономики, а также оценивая риски со стороны внутренних и внешних условий и реакции на них финансовых рынков. По прогнозу Банка России, годовая инфляция составит 11,0–13,0% в 2022 году, а с учетом проводимой денежно-кредитной политики снизится до 5,0–7,0% в 2023 году и вернется к 4% в 2024 году.

    Внешние условия для российской экономики остаются сложными и значительно ограничивают экономическую деятельность. Вместе с тем данные по ВВП за второй квартал и оперативные индикаторы указывают на то, что динамика деловой активности складывается лучше, чем Банк России предполагал в июле. При этом сохраняется выраженная неоднородность тенденций в отраслевом и региональном разрезах.

    Негативное влияние на экономическую активность оказывают факторы как спроса, так и предложения. Согласно данным опросов, значительная доля предприятий по-прежнему испытывает затруднения в производстве и логистике. Однако их деловые настроения продолжают улучшаться по мере диверсификации поставщиков готовой продукции, сырья и комплектующих, а также рынков сбыта. Все более широкий круг предприятий подстраивается к работе в новых условиях.

    По оценке Банка России, с учетом складывающейся ситуации в российской и мировой экономике снижение ВВП по итогам 2022 года может сложиться ближе к верхней границе июльского прогнозного диапазона (-6,0) ‒ (-4,0)%.

    Динамика экономики и инфляции в значительной мере зависит от решений, принимаемых в области бюджетной политики. Банк России исходит из уже принятых решений по среднесрочной траектории расходов федерального бюджета и бюджетной системы в целом. В случае дополнительного расширения бюджетного дефицита может потребоваться более жесткая денежно-кредитная политика для возвращения инфляции к цели в 2024 году и ее поддержания вблизи 4% в дальнейшем.

    Следующее заседание совета директоров Банка России, на котором будет рассматриваться вопрос об уровне ключевой ставки, запланировано на 28 октября 2022 года.
