«Ust-Luga Company» JSC

«Ust-Luga Company» JSC was established in 1992 for the special purpose of implementing the project for construction of Ust-Luga Merchant Sea Port in Luga Bay of the Gulf of Finland, the Baltic Region; the Port was intended to handle 180 mln. tons of various cargoes every year. This new Russian Baltic port is being constructed within the framework of the Federal Target Program «Development of the Transport System of Russia»; therewith, the parties’ interaction pattern for the construction is one of the earliest examples of the state-private partnership in Russia. 

Under the contracts with the federal authorities, the company is the construction manager of the port complex and it is authorized — within its competence — to make decisions concerning the key issues of the project implementation. Therefore, the interaction with the investors of the terminals under construction may be implemented through thesingle-window method, thus providing maximum time and financial saving. 

Today, «Ust-Luga Company» acts as the initiator and developer of the project for the Complex Development ofUst-Luga Merchant Sea Port and the Adjacent Territories; the project supposes establishment and development of five interrelated clusters: transport-logistic, industry, city, recreation and agriculture. 

The base of the project is Ust-Luga Port and its driver is the Industrial Zone with the cornerstone investors to be represented by the hydrocarbons advanced processing plants working with the satellite and other companies as their production chain links.

The complex project, based on public-private partnership, is recognized as a project of first priority for theNorth-Western Federal District of Russia. It also proceeds from the principles of sustainable development that suppose balancing between the environment equilibrium, economic stability and social well-being. The point of this approach is to provide the society with everything necessary and save the resources for the future generations.
