The Government of Russia by its order of February 24, 2010 N200-p approved the list of assets maintained, developed, managed and operated by river ports authorities, which can not be owned by the Russian Federation subjects. The relevant document is published in the regulatory database of the government.

According to the order, the Russian Federation regions may not own the objects and buildings included in the vessels traffic management system; navigational equipment and other objects of navigational-hydrographic support, automatic identification system facilities and means, an united navigation and shipping management service control, river transport communication equipment, hydraulic structures and piers (except for hydraulic structures and piers used for the public transportation services on inland waterway in suburban and inter-municipal traffic).
