    Approach channels to become deeper

    RosMorPort FSUE plans to carry out large-scale works on reconstruction of federal facilities in the port of St. Petersburg including the network of the approach and navigation channels and the berths. The largest project is the construction of an approach channel to Bronka district considered to be the most promising area as regards construction of new terminals. Total value of dredging works in the district is expected to make RUR 10 billion.

    Last year a number of companies announced the launch of large-scale investment project on development of the terminals in the port of St. Petersburg. However, the port’s comprehensive development is impossible without improvement of its infrastructure system including approach channels, water area and berth facilities. The work on maintenance and repair of such objects is within the federal competence.

    As Yuri Parfeonov, head of RosMorPort FSUE, told at the meeting of the Maritime Council of St. Petersburg Government, the value of works to be carried out in 2008 is to total RUR 100 to be spent mainly for reconstruction of St. Petersburg sea-way canal. “It is very significant for the port development and for navigation safety,” Yuri Parfeonov underlined. According to him, a government contract was concluded with GT Morstroy CJSC for design works and reconstruction of the approach channels to the port of St. Petersburg.

    Feasibility study of investments into Kronshtadt navigation channel, St. Petersburg sea-way canal (including approaches to berths No 3 and No 4 of the Oil Harbor and No 106 and No 107 of the Coal Harbor), Korabelny canal and Lomonosov canal with the berths of Lomonosov cargo terminal is to be completed by December 2008.

    St. Petersburg sea-way canal is the deepest and the longest in the port of St. Petersburg. The 27-mile long canal starts within the inner water area of the commercial seaport and ends at the Koltin island. The vessels admitted to the canal have the draft up to 11 meters, length – up to 260 meters, breadth – up to 40 meters. Large vessels (mostly tankers) are handled at the outer anchorage of the port. “From 2009, it is planned to start reconstruction,” Mr. Parfeonov says. According to him the investment is to total RUR 205 million. After reconstruction the canal will be able to accept vessels with the draft of up to 13 meters.

    One of the largest projects is that on reconstruction of an approach channel to Bronka. According to Mr. Parfeonov, the design works have been completed and the project is currently being coordinated by supervisory authorities. The construction is to start when summer navigation of 2009 begins. It is valued at RUR 10 billion. The volume of dredging works is 19 million tonnes.

    Mr. Parfeonov also underlined the design works of 2008 will not cover all the federal facilities which require reconstruction. Design works to be planned for 2009 will cost RUR 60 million. They will include the project on reconstruction of berths within the framework of Petrolesport container terminal development. Total value of federal facilities’ reconstruction is planned at the level of RUR 600 million by 2010.

    Another direction of RosMorPort’s Petersburg branch is the creation of federal property facilities at new marine passenger terminal at Vasilyevski island. This year the facilities of the first launch complex are to be built and put into operation. In particular, it is planned to complete dredging works at Petrovski navigation channel, approach channel and water area. The approach channel is to be deepened to 11 meters, the water area of the passenger terminal’s water area – to 10.7 meters. The first launch complex of the border checkpoint is to be finished this year as well. In 2008 the managing company Morskoi Fasad (Sea Façade) plans designing and construction of the buildings of the terminal’s shore complex including private buildings of the checkpoint, transport and engineering infrastructure. The first launch compex is to be put into operation in 2008.

    Besides, RosMorPort FSUE develops proposals on adjustment of the master plan for Big port of St. Petersburg. The existing master plan was worked out to the order of RF Government dated March 21, 1998. On June 29, 2001, it was approved by the order of the Ministry of Transport. “The master plan is to be adjusted considering the changes of cargo base, the construction of new terminals and setting of the port’s borders,” Mr. Parfeonov said. The proposals on perspective development are within the competence of RosMorPort FSUE.

    From the beginning of RosMorPort activities in January 2005, investments of St. Petersburg branch into overhaul, reconstruction and maintenance works totaled RUR 14 billion. In 2005 the income of the branch totaled RUR 2.9 million, investments – RUR 3.5 billion. In 2006 – RUR 2.6 billion and RUR 5.5 billion respectively, in 2007 – RUR 2.7 billion and RUR 4.7 billion respectively.
