    Tariff range for Ust-Luga

    Russian Railways OJSC has determined discounts and surcharges for infrastructure component of tariffs within the framework of price range. Port Ust-Luga, NOVATEK and container terminals in particular, are to benefit from them in 2014. Russian Railways has told IAA PortNews about discounts for certain cargoes and directions applied in 2014. 

    In 2013, Russian Railways was allowed to regulate infrastructure component of the tariff within the range specified by the Federal Tariff Service of Russia: -12.8% (discount) and up to +13.4% (surcharge). Under the “tariff range”, Russian Railways OJSC cannot set up tariffs for specific companies. The rates can be determined for certain types of cargo transported via certain route.

    Novolipetsk needs no discounts

    In 2013, maximum decreasing coefficient – 0.882 – was applied for shipments of ferrous metal from Novolipetsk station. It could be used by any shipper at that very station though actually it was a discount for NLMK.  The company had provided calculations proving economic efficiency from application of a reduced tariff with guaranteed volumes of shipments.

    As IAA PortNews was told at Russian Railways OJSC, this discount has not been prolonged for 2014 as there was no application for it. We suppose it is because of unfavorable situation in the market of ferrous metal export as we covered before >>>> 

    Favorable tariffs for Ust-Luga


    Meanwhile, coefficients of 2014 are applied for a range of cargoes and directions.

    Decreasing coefficient – 0.94 – is applied for transportation of gas condensate from Limbey station (Sverdlovsk railway) to Luzhskaya station (Oktyabrskaya railway) and Kombinatskaya (West-Siberian railway) as well as for the return of empty wagons to Limbey station from Luzhskaya and Kombinatskaya stations after gas condensate discharge. The discount is provided upon advance payment of gas condensate transportation according to schedule. Minimum volume is 5 mln t during 2014 with a 10-pct reduction allowed.

    This discount is actually a benefit for NOVATEK as gas condensate is dispatched via Limbey from Purovsky plant (Yamal-Nenets autonomous region) owned by the company. Earlier its products were transshipped via port Vitino (Kandalaksha Bay of White Sea). After the launch of Ust-Luga terminal, it is shipped there as we wrote earlier >>>> 

    Gas-related cases also include application of an increasing coefficient – 1.134 – for transportation of exported generator gas in tank wagons via land border checkpoints of Russia’s transfer stations excluding shipments to Kazakhstan, Belorus, Uzbekistan, Tadzhikistan, Turkmenistan and Mongolia as well as the return of empty wagons after gasoline/gas condensate  transportation by a round route with a length of haul zones of at least 51 km / 41 km respectively.

    Ust-Luga is lucky to have favorable tariffs for container transportation. Decreasing coefficient – 0.94 – is applied for export/import transportation of 40-feet containers by container trains via port stations of port Ust-Luga (Luzhskaya station of Oktyabrskaya railway) to Russian railway stations with the length of haul zones not exceeding 2,500 km.

    In this context we remind that Russian Railways is one of the shareholders of Ust-Luga Company engaged in the development of this port.

    Other discounts

    Besides, decreasing coefficient – 0.872 – is applied for transportation of copper ore in open-top wagons from Rezh station to Ezhevaya and Verkhnyaya stations of Sverdlovsk railway with minimum volume of 1.2 mln t in 2014.

    Decreasing coefficients are also applied for transportation of copper-zinc ore in open-top wagons from Ivdel I station to Verkhnyaya station: 0.964 for transportation of at least 642,000 t, 0.911 for at least 690,000 t and 0.872 for at least 730,000 t.

    Decreasing coefficient – 0.872 – is applied for domestic transportation of construction sand from Krasnoselye station to Lugovoye-Novoye station of Kaliningrad railway and for empty run of wagons from Lugovoye-Novoye station to Krasnoselye station.

    Besides, all exceptional rates of cease to exceptional.
