Time spent by cargo in Big Port St. Petersburg averages 6.5 days – customs
Average time spent by cargo in Big Port St. Petersburg made 6.5 days in 2013. According to the press center of the Baltic Customs, this statement was made by Sleksandr Chebayev, head of the Baltic Customs, at the extended meeting of the board on the results of RF customs operation in 2012 and on tasks for 2013. According to Chebayev, customs procedures related to declarations in respect of 93% of the goods took 1.1 day which is 17% of the average time spent by cargo in the seaport.
The rest of the time spent by goods in the seaport relates to commercial storage conditions (about 5 days of ‘free storage’ on the average), availability of approach and technological infrastructure of the terminals, weather conditions.
The statement announced the reserves for the reduction of customs clearance terms like subject-focused approach when determining the measures to be selected for risk minimization; application of pre-informing technology in seaports; automated supply of reports on goods being stored.
In 2013, the Baltic Customs involved the stevedoring companies and the guild of professional participants of foreign economic activities to hold a monitoring with an appraisal of possibilities to reduce the terms of operations from the moment of vessel arrival to cargo dispatch from seaport. Over the four days all cargoes arriving in the seaport were registered with the following 10-day monitoring of operations in respect of each container. The results were compared with the terms set up by the customs legislation for operations with goods carried by sea transport.
