    Dmitry Medvedev signs order on expansion of Taman seaport

    Chairman of RF Government Dmitry Medvedev has signed an order on expansion of Taman seaport, the government press center informs. The document is available here >>>> (PDF file).

    The document has been elaborated by the Ministry of Transport of the Russian Federation in compliance with Article No 6 of the Federal Law On seaports of the Russian Federation and on introduction of amendments into certain legislative acts of the Russian Federation and on the basis of RF land-use planning scheme in the sphere of federal transport development approved by the government order No 384-p of March 19, 2013.

    Presently the seaport of Taman comprises the terminal for transshipment of fat-yielding materials, grain terminal, crude and oil product terminal as well as the terminal for transshipment of liquefied hydrocarbon gases, the statement reads. In 2011, the port’s throughput totaled 1.2 mln t, up 6.2 times as compared with the volume of cargo handled in 2010.

    The order is aimed at the implementation of a new investment project in the port and at the development of the existing port infrastructure. The territory adjacent to the port is planned for the construction of bulk cargo terminal.

    The project is being implemented with the purpose to shift Russian cargo flows from Black Sea ports of the neighboring countries (Ukraine and Turkey) to the port of Taman as today major volumes of Russian coal and ore minerals are exported by railway transport and via seaports of foreign states, the statement says.

    Bulk cargo transshipment terminal is dedicated for receiving of coal, iron ore and sulphur from railway open-top wagons and hopper wagons, short-term storage of cargo and loading of export cargo to sea-going vessels. Bulk cargo terminal’s rated throughput is up to 27 mln t per year including up to 15 mln t of coal; up to 7 mln t of sulphur; up to 5 mln t of ore minerals.

    The project is being implemented under private-public partnership principles. OTECO-Portservice LLC and FSUE Rosmorport have signed an agreement on implementation of the project “Construction of Taman bulk cargo terminal” which has bee approved by Federal Marine and River Transport Agency.

    The terminal facilities are expected to cost RUB 25 bln. Project implementation is scheduled for 2012–2015.

    The Order will facilitate the development of port Taman and the construction of new transshipment facilities in the port. The sea terminal construction is also expected to generate new work places in the region.

    The south of Russia lacks large terminals for transshipment of coal, sulphur and iron ore with large storage facilities and depths sufficient for loading large capacity vessels, Kremlin press center states. The bulk cargo terminal with its geographical position and technical status is able to steal significant cargo flows from Ukrainian ports. Apart from Russian cargo the terminal may attract Kazakh cargo thus creating an additional cargo flow via Russia and Russian ports.
