    USPA concluded agreement with Novadeal LTD for operational dredging of Yuzhny port's water area

     

    USPA says the contractor was determined during the tender procedure in electronic system ProZorro. Works are necessary for maintenance of passport depth of the port’s water area and ensuring navigation safety in operational water areas of berths №№ 2–4, 7–9, 16,17, 3Н и 38. The budget of the project is 96,28 mln UAH. Estimated volume of dredging is 411 238 cubic meters.

    Conclusion of the contract was in the Embassy of Belgium in Kyiv. The Ambassador of Belgium in Ukraine Luc Jacobs, Deputy Regional Director of the DEME Group Jean-Pierre Desmanent, the Head of State Enterprise «USPA» Raivis Veckagans and Head of Yuzhny port Maxim Shyrokov took part in the signing ceremony of the contract.

    “Our cooperation with leading international companies is one of the indicators of qualitative changes in USPA. The willingness of European companies to participate in USPA projects and transparent tenders indicates the confidence of the international professional community. We are pleased to have Novadeal, the winner of bidding in ProZorro, as a partner for the development of the infrastructure of Yuzhny port. This cooperation will be useful for the enterprise, the marine industry and for Ukraine as a whole,” said the Head of the USPA Raivis Veckagans.

    He stressed that the USPA launched in such way all three projects announced for 2017 to increase the depths of Yuzhny port. «I recall that the commencement of two projects of capital dredging was in May, after signing relevant agreements with the contractor,» said Raivis Veckagans.

    The offer of Novadeal LTD in terms of the tender «Operational dredging – cleaning up the bottom from sediment in the inner water area of the Yuzhny seaport» and the internal approach channel" was determined by the ProZorro system as the most economically valuable. In particular, the savings amounted to almost 2 million UAH from the expected cost of services.

    The signing of this agreement is a fine example of the  strengthening of business relations between Ukraine and Belgium. The Low Countries (Belgium and the Netherlands) are home to four of the five largest dredging companies worldwide.  We are convinced that the development of the project will be successful, given the solid international reputation and outstanding know how of the DEME Group « said the Ambassador of the Kingdom of Belgium in Ukraine Luc Jacobs.

    According to Deputy Minister of Infrastructure of Ukraine, Victor Dovhan, despite the small cost of the contract compared to the previous two ones, this is an important agreement in terms of itssignificance for the development of Yuzhny port and is an indication of the port's orientation for international cooperation.

    The USPA implements several significant infrastructure projects in the ports of Ukraine, projects of depths increase in Yuzhny port are in action. The enterprise signed two contracts in May: to increase the depth of the water area at berths №№ 23–25 ​​in terms of the memorandum with the companies „M. V. Cargo“ and Cargill, as well as increasing the depth of the approach channel and the water area at the berths №№ 5–6.The contractor for these two projects is the China Harbor Engineering Company. The contract with the Belgian company was the third document signed with the international dredging company, aimed at increasing the port's capacity and increasing its investment attractiveness.

    The need to conduct operational dredging is regulated by regulations. In particular, in accordance with the requirements of clauses 4.2.1 and 4.2.2 of the „Rules of technical operation of port hydraulic structures“, approved by the order of the Ministry of Transport and Communications of Ukraine of 27.05.2005 № 257, maintenance of port water areas should provide support for the necessary navigational dimensions of the port water area / channel and provide safe navigation and moorage. At the same time, the frequency of such works is set by the enterprise.

    In general, dredging works performed in the water area of the port are subdivided into capital and operational ones. Capital works involve changing the existing passport depths and expanding approach channels, operating water areas; performed in seaports within the framework of port development plans and aimed at the long-term use. Operational dredging is carried out to maintain the existing passport depths and ensure the safety of navigation and is carried out for the purpose of repairing vessel movements or removing sludge pumps.

    Recent depth measurements in the water area of Yuzhny seaport showed that the actual depth at some parts of the water area does not correspond to the design indicators. Therefore, on March 15, 2017, the authority of Yuzhny port announced a tender for choosing the contractor for the operational dredging of the operational water areas of berths №№. 2–4, 7–9, 16.17, 3H and 38.

    These berths specialize in the transshipment of such cargoes: berth № 2 — carbamide, № 3 — ammonia, № 4 — methanol (operator — PJSC „OPZ“, № 4 — tropical oils (operator — „Delta-Wilmar CIS“), № 7, 8, 9 — universal cargoes (operator — SE „Yuzhny commercial sea port“), № 16 — grain cargoes (operator -»TIS-grain"), № 17 — mineral fertilizers (operator — «TIS-Mining Fertilizer»), 3H — oil (operator — branch of LLC «Ukrtransnafta» Sea oil terminal «Pivdennyi», 38 — sand, general cargoes (operator — SE «Yuzhny commercial sea port»).
