  Россия осталась в Белом списке Парижского меморандума

  
  Парижский меморандум опубликовал белый, серый и черный списки флагов. Списки вступили в силу с 1 июля 2020 года. Они базируются на результатах инспекций и задержаний судов портовым контролем в течение трех последних лет и охватывают по крайней мере 30 инспекций в течение этого срока.
  
  Белый список представляет «качественные флаги» с незначительным количеством задержаний. Флаги со средним количеством задержаний попали в серый список.
  
  Всего списками охвачены 70 флагов: 41 в белом списке, 16 в сером списке и 13 - в черном списке.
  
  Всего за три года было проведено 1258 инспекций судов под российским флагом, задержано 59 судов.
  
  В первую тройку флагов вошли Великобритания, Норвегия и Багамы. Российский флаг - на 37 месте. Наихудшими флагами из черного списка признаны флаги Того, Албании и Коморрских островов.
  
  Попадание флага в тот или иной список влияет на профиль риска судна, которое ходит под этим флагом. Соответственно, суда под флагами в белом списке проверяются реже, чем суда под флагами серого и черного списков.
  
  Кроме того, Российский морской регистр судоходства (РС) вошел в список классификационных обществ высокого уровня эффективности.
  
  Парижский меморандум (Парижский меморандум о взаимопонимании по контролю судов государством порта, Paris MOU) был согласован в 1982 году в качестве реакции на неспособность государств флага, особенно удобных флагов, которые делегировали свою задачу классификационным обществам, выполнять свои обязанности по обследованию и сертификации.
  
  Ежегодно каждая страна-участница должна подвергнуть инспекционному контролю состояния судна не менее 25% иностранных судов, зашедших в ее порты.
  
  Страны меморандума консультируются, обмениваются информацией и взаимосотрудничают.
  
  Государствам-членам Парижского меморандума являются: Бельгия, Болгария, Канада, Хорватия, Кипр, Дания, Эстония, Финляндия, Франция, Германия, Греция, Исландия, Ирландия, Италия, Латвия, Литва, Мальта, Нидерланды, Норвегия, Польша, Португалия, Румыния, Россия, Словения, Испания, Швеция и Великобритания.
