  МИД РФ подтвердил отсрочку Россией введения запрета на использование тяжелого топлива в Арктике

  Механизм позволяет государству отложить введение запрета в водах под своим суверенитетом и юрисдикцией

  Россия уведомила генерального секретаря Международной морской организации (ИМО, IMO) об отсрочке введения запрета на использование тяжелого топлива в Арктике, подтвердило Министерство иностранных дел РФ в ответ на запрос ИАА «ПортНьюс».

  Ранее сообщалось, что Россия и Канада уведомили ИМО, что в их странах с 1 ноября 2022 года не вступят в силу поправки к приложению I МАРПОЛ (Международная конвенция по предотвращению загрязнения с судов, Конвенция), предусматривающие введение запрета на использование и перевозку в качестве топлива тяжелого мазута (HFO) судами в арктических водах с 1 июля 2024 года.

  «Российская Федерация на основании Конвенции уведомила генерального секретаря ИМО как депозитария Конвенции о том, что для вступления в силу поправок для России необходимо ее явно выраженное согласие. Данный механизм позволяет государству отложить введение в действие упомянутого запрета в водах под своим суверенитетом и юрисдикцией, — сообщили в российском МИДе. — Примечательно, что со ссылкой на незавершенность внутригосударственных процедур аналогичное уведомление на имя генерального секретаря ИМО направило еще одно государство с наиболее протяженной береговой линией в Арктике — Канада».

  Резолюцией MEPC.329(76) и правилом 43A с 1 июля 2024 года запрещается использование тяжелых сортов топлива на судах в арктических водах и его перевозка в качестве топлива. Правило содержит исключения в отношении судов, обеспечивающих безопасность других судов, а также спроектированных для борьбы с разливами нефти. Кроме того, имеется отсрочка до 1 июля 2029 года для судов, оборудованных конструктивной защитой топливных танков. Установлено право администрации прибрежного арктического государства выдавать временные, до 1 июля 2029 года, освобождения от выполнения требований по запрету для судов под своим флагом, работающих в водах под своим суверенитетом или юрисдикцией.

  Ранее в ИМО на запрос ИАА «ПортНьюс» подчеркнули, что страны сами принимают решение о намерениях присоединяться или отказаться от поправок, которые вступят в силу 1 июля 2024 года.
