  ФАС предложила рассчитывать стоимость перевозки нефти в европейские порты на основе данных Argus

  Федеральная антимонопольная службы (ФАС России) разработала проект Порядка расчета стоимости транспортировки нефти морским транспортом до мировых рынков нефтяного сырья (средиземноморского и роттердамского). Документ опубликован на портале проектов нормативно-правовых актов.

  «В части определения среднего за истекший налоговый период уровня цены на нефть сорта «Юралс» стоимость транспортировки нефти морским транспортом из портов Российской Федерации до средиземноморского и роттердамского рынков нефтяного сырья… рассчитывается как среднеарифметическое значение за календарный месяц стоимости транспортировки нефти из морских портов Российской Федерации, расположенных в Северо-Западном федеральном округе…, и стоимости транспортировки нефти из портов Российской Федерации, расположенных в Южном федеральном округе…, выраженных в долларах США за 1 баррель», — сказано в проекте приказа ФАС. При этом в предлагаемой формуле расчета ставку фрахта танкеров грузоподъемностью 100 тыс. тонн для перевозки нефти из портов Балтийского моря в порты Северо-Западной Европы планируется определять на основе котировок Tanker dirty Baltic to UKC 100kt, публикуемых международным ценовым агентством Argus.

  В ФАС считают, что утверждение такого порядка необходимо для определения цен нефти сорта Urals и коэффициента, характеризующего динамику мировых цен на нефть, которые, в свою очередь, будут применяться при расчете налога на добычу полезных ископаемых (НДПИ) и экспортной пошлины на нефть. Если же такой порядок не установить, то стоимость для налогового периода принимается равной $2 за баррель, что может привести к некорректным расчетам НДПИ и экспортной пошлины.

  Сейчас проект документа проходит этап публичного обсуждения, который продлится до 16 февраля 2024 года. Независимая антикоррупционная экспертиза проводится до 28 января.
