    Законопроект о применении ГЧП в промышленности принят в первом чтении

    Механизм будет распространяться на реализацию проектов по реконструкции частных промышленных предприятий

    Депутаты Государственной думы РФ приняли в первом чтении законопроект, расширяющий возможности применения механизмов государственно-частного партнерства (ГЧП) в сфере промышленного производства. Законопроект разработан совместно Минэкономразвития и Советом Федерации, сообщает пресс-служба министерства.

    Механизм соглашений о ГЧП будет распространяться на реализацию проектов по реконструкции частных промышленных предприятий (не только государственных) и созданию новых промышленных объектов на частной земле в критически важных с точки зрения технологического суверенитета отраслях промышленности. Общий размер инвестиций в проект должен превышать 10 млрд рублей, сумма финансирования за счет собственных средств — не менее 15%, прямого финансового участия государства — менее 50% от всех расходов по проекту.

    Инвестор будет направлять предложение о реализации проекта в правительство РФ. Его рассмотрят на уровне федеральных органов исполнительной власти. В случае одобрения предложение будет опубликовано на портале ГИС «Торги» для принятия заявок от иных лиц, заинтересованных в реализации подобного проекта. Если не поступит других заявок, то с инвестором заключат соглашение. Если заявки поступят, будет объявлен конкурс.

    «Мы видим большую заинтересованность бизнеса в государственно-частном партнерстве. Объем инвестиций по концессионным соглашениям и ГЧП в 2023 году составил почти 1 трлн рублей. Это рекорд, на 31 млрд рублей превышающий аналогичный показатель 2022 года. Полагаем, что тренд на увеличение объема инвестиций по соглашениям ГЧП сохранится и в 2024 году», — прокомментировал первый заместитель министра экономического развития Илья Торосов.

    В проработке уже есть проекты в сфере химической промышленности, станкостроения и машиностроения, которые потенциально могут быть реализованы в рамках механизма ГЧП.
