ISO 20519, specification for bunkering of LNG fuelled vessels, registered in Russia by initiative of Gazpromneft Marine Bunker
New ISO 20519, Ships and marine technology – Specification for bunkering of liquefied natural gas fuelled vessels, has been registered in Russia by the initiative of Gazpromneft Marine Bunker, Elena Kapysh, head of the company’s Department for Gas Projects Development, said at the 2nd LNG Fleet and LNG Bunker in Russia Conference organized by IAA PortNews.
According to her, LNG bunkering is currently regulated by documents of different levels. First of all, there are international regulations: IMO Code and ISO Standards. They regulate LNG bunkering, describe scenarios of safe bunkering operations for both bunkering ships and ships accepting LNG as fuel.
“Gazpromneft Marine Bunker has translated and adapted international standard ISO 20519, Ships and marine technology – Specification for bunkering of liquefied natural gas fuelled vessels, adopted in 2017. This document has been listed on the Federal Register of Standards Applicable in the Russian Federation, Registration No 1175/ISO dated 29.08.2018” explained Elena Kapysh.
She said the document was designed to support the IMO International Code of Safety for Ships using Gases or other Low-flashpoint Fuels (IGF Code). The purpose was to set requirements which are not covered by IGF and IGC Codes.
"This document sets requirements of LNG bunkering transfer systems and equipment used to bunker LNG fueled vessels which are not covered by the IGC Code. In particular it contains requirements to fuel transfer systems, operational procedures, training of personnel as well as reporting and documentation. The new standard specifies basic requirements to ships supplying/accepting bunker, to LNG bunkering procedure to be approved by port authorities basing on HAZID and HAZOP analysis of the LNG bunkering operation,” added Elena Kapysh.
The 2nd LNG Fleet and LNG Bunker in Russia Conference was successfully held in Moscow on October 24, 2018. More than 100 Russian and foreign experts have taken part in conference work.
