Klaipeda Seaport brings accusations against prosecutor's office
The Klaipeda State Seaport Authority made an accusation against the Prosecutor's Office of corruption, the maritime news portal Jura (The Sea) reports.
Klaipeda State Sea Port Authority appealed the actions of the former prosecutor of the Organized Crime and Corruption Investigation Division of Klaipeda County Prosecutor's Office Sigitas Jasevicius in conducting the port-dredging- and cleaning-related pretrial investigation.
Currently Jasevicius does not hold a position of prosecutor. He left the office last month due to the abuse of alcohol during working hours.
Port Authority filed to the Prosecutor's Office different possible violations during the contract works at the port back in 2009.
The latter, Special Investigations Service (SIS) and other authorities addressed the matter, including such issues as abuse of office, failure to perform official duties and exceed of authority.
On August 22 of this year, Klaipeda State Sea Port Authority received a notification from SIS, stating that the preliminary investigation of possible violations in the port had been closed.
Klaipeda State Sea Port Authority Director Eugenijus Gentvilas noted to have addressed the Lithuania's President on the practice of Klaipeda law enforcement. He is convinced that the lower chains of the Prosecutor's Office are clearly engaged in the corruption cover-up cases.
The State Port Authority appealed to the Prosecutor's Office by providing the conclusions on the contract of the port dredging works performed in 2007-2008. The works were carried out by a company Klaipedos Hidrotechnika. Gentvilas argues that the works should have been handed over in September 2008.
Klaipedos Hidrotechnika refused to carry out trawling as had been previously intended. The Port Authority has retained the sum of 2.2 million litas for dredging in its account.
The pending contract works will be carried out by the winner of a new port development and dredging tender: the Danish Rohde Nielsen and Dutch Van Oord. It is estimated that the amount of money that has been withheld should be enough.
Gentvilas pointed out at several cases of roughness in this matter.
The investigation has been conducted related to the ambiguous issues supported by the facts provided by the Port Authority.
Termination of the pre-trial investigation would prevent pursuing of other examinations. Therefore, the Port Authority filed a complaint to Klaipeda County Prosecutor's Office senior prosecutor.
So far, none of the researches under the Port Authority's statements of 2009 and subsequent years has reached the court.
Gentvilas also said that some legal processes have been initiated against him as well, with accusation of undermining the Port Authority or acting against the state’s interests. In addition to Gentvilas, the charges have been brought to two Port Authority directors – Airida Cesniene, who takes care of the affairs of the port of Sventoji, and Roma Museckiene, who is responsible for the development of Klaipeda port infrastructure.
