Institute of Law OKs amendments to Russia’s MSC on creation of federal pilots service
Institute of Legislation and Comparative Jurisprudence of the Russian Government has approved the draft federal law, which introduces amendments to the Merchant Shipping Code (MSC) of Russia and authorizes the creation of the Federal enterprise “State Pilotage Service” that would provide the services in the Russian Federation, an official told the Russian-Dutch logistics forum held in Rotterdam.
According to Director of State Policy for Maritime and River Transport Konstantin Palnikov the federal agency will allow creating “an effective mechanism for guaranteed pilotage service in all ports, where it is required, ensuring high security and trouble-free navigation… and eliminate cases of unfair competition of pilots."
The bill, prepared by the Russian Transport Ministry, has been approved by all relevant ministries and submitted to the Ministry of Justice. Then the document will be submitted to the Government of the Russian Federation, the official said.
