RF Transport Ministry approves Concept for reforming management system of Russia’s IWW

On July 9, RM Minister of Transport and Communications Igor Levitin approved the Concept for reforming management system of Russia’s IWW by the order No112, the Ministry informs. The order also approves the terms of the Concept implementation: Stage I - (preparatory) – 2009-2011; Stage II – reform – 2012-2015.

The Department of State Policy in the field of Maritime and River Transport (headed by Aleksei Klyavin) jointly with the Federal Agency of Sea and River Transport (headed by Aleksandr Davydenko) are ordered to develop the plan of activities on the Concept implementation and to submit the plan for approval of interested federal executive authorities till July 20, 2009.

Sergei Aristov, Deputy Transportation Minister of the Russian Federation, is to supervise the order implementation. 

Apart from this, the reform is to facilitate the completion of institutional reforming of the industry and its state management system as well as integration with the system of European economic ties and implementation of Russia’s transit potential within the framework of international transport corridors.

RF Transport Ministry believes that the measures aimed at reforming of IWW management system will help in solving key problems of IWW maintenance and river ports operation as well as form a foundation for further branch development.

By 2015, inland waterways are to transport up to 180 million tonnes of cargo and river ports are to handle up to 300 million tonnes of cargo and service up to 28 million passengers per year.
